Rules used by Headquarter for WF slots 

 

How slots are allocated to the World Finals from 2013 Regionals
 (These 2013 rules listed here were used by ICPC headquarter and were for references only because these might not be a final version. There will be new additions and revisions for 2014 Rules used by ICPC Headquarter.)


World Finals slots are allocated in several categories.  The most common, participation slots, are allocated according to (current year) regional ranking.  The remainder are bonus slots allocated by the ICPC Executive Director with the advice of the Director of Regional Contests and impacted ICPC volunteer leadership.
 

Participation slots are allocated to regional contests based on the previous year’s participation.  First, slots are allocated by geography.  This helps sparsely populated regions.  The largest number of slots are allocated to institution participation with geographic slots counting in apportionment to regions.  This benefits good coverage and more densely populated regions.  Finally, student participation slots are allocated.  These addresses differences in size of institutions and benefits good coverage of computer science students.

 

The remainder are bonus slots awarded by the ICPC Executive Director upon the recommendation of the Director of Regional Contests and impacted regional leadership.

Bonus slots are allocated using regional results restricted to appropriately. (These slots are not allocated by regional ranking.)

Bonus slots are allocated with one or more factors as described below.  Regional results are factors in promoting bonus slot teams.  However, these are not bound by regional ranking rules.

 

Participation bonus slots are allocated the same way as participation slots (according to regional ranking).
 

Medal bonus slots are generally restricted to teams from the home site of a university that earned a medal the preceding year.  The idea is partly reward and partly to acknowledge that repeat teams may have a slight advantage over the others in the vicinity.  These are easy to allocate in Latin America or North America but are more complicated in Asia.
 
Growth bonus slots are allocated to the vicinity of growth.  This may be to one or more sites within the region and may be difficult to apply if growth doesn't follow organization.  This may be addressed through fractional allocation that gives slots that have multiple applicable factors.
 
Innovation bonus slots are allocated in the vicinity of the innovation.  The North America Qualifier received 2 such slots given to the two regions with the highest participation.  In Asia, combination growth/innovation slots were awarded in India, primarily recognizing the rise of service and participation driven by Amrita University and at other India sites.
 
WF Host bonus slots are allocated in the vicinity of universities hosting or pledging to host World Finals in the near future.  In the year of hosting, an additional regional competition is held in the country or state of the hosting university, such as Sweden for 2009. 

 
High total registration bonus slots are allocated to the super-region who has consistently maintained a high registration  for  ICPC contests in regional level.

 

Special bonus slots are allocated in accordance with the guidance accompanying them.  There are very few of these.  Often they have multiple attributes including service to the ICPC and past accumulated fractions of slots. Sometimes this is split between regions that would have one more slot if they were a single region.  They may be offered to runners-up if they participate in a playoff.  In addition, there is a recommended policy that in the event of a ranking tie for a slot, none may be awarded.
 
Asia Region WF slots this 2013 year included 30 participation slots and 12 bonus slots.  Four of the bonus slots were medal slots, two slots were for innovation and growth in India, two slots were for future World Finals, the remainder were special multi-factor slots.
