Asia teams advanced to 2013 ACM-ICPC Saint Petersburg World Finals.

I.   Notes:

1.    Those universities with TBD teams have more than one team qualified for WF.  Coaches of TBD teams are required to inform ICPC manager and Asia Director his/her selection of a team within one week..

2.    Coaches and Contestants are asked to pay attention to the

2012 Asia Rules that once your team accepts the WF invitation, you must work out your passport visa issue, work situation, financial problem, school issues, etc. as soon as possible. If you can not attend World Finals and if you do not inform ICPC manage/Asia Director by April 30, your university will get penalized for the next few years from attending World Finals.

3.    Coaches and Contestants are also asked to pay attention to the additional 2013 Asia Rules to be announced in July or in August of 2013 after Aisa Council meeting in Saint Petersburg.

4.    The following WF teams from Asia have been approved by ACM-ICPC Executive Director for 2013 Saint Petersburg World Finals.

D     D. Asia Director’s discretional teams  (2 teams) and notes

        39.  University of Hong Kong (GMT: Hanoi)

Reason: By 2012 Asia rules, Hong Kong can have only one

team to WF from Pacific Sub-region. But UHK and HKUST

both ranked #1 in Hanoi and in Hatyai. The world wide regional

rules mandate the #1 team in each regional contest site must be

advanced to WF if there is no double #1 teams from the same

university. Asia Director uses the discretional slot to solve

                   both-teams-#1 problem.

Note: (**  By 2012 Asia rules, political entity must have hosted

Asia Regional within 3 years to have more than one team to WF

from its home sub-region. It appears that too many universities

will compete to host the contest in a short 3 years of period. Asia

Director has decided to extend the hosting time limit from 3

years to 5 years. NUS hosted Asia Regional 5 years ago. )

          40. Harbin Institute of Technology (HIT_Encore : Chengdu)

The team #40 goes to HIT for the following reasons:

               1. Pacific-Peninsula sub-region total score 10.65

was rounded off up to 11 teams; West Contonent score

9.79 was rounded off up to 10 teams; East Continent score

17.54 was rounded off down to 17 teams. It is right now

to round off 17.54 up to 18 teams. Rounding off up for all.

               2. China Council voted HIT from four choices : HIT, KIS,

                  BNU, and CSU.

III. Scores for each site and scores used:

There are a total 38 team slots allocated to three Sub-regions and 2 team slots allocated to Asia Director’s discretional or rewarding slots.

Please refer to Asia rules for the calculations.

A.   A. The total score of Pacific Peninsula Sub-region is 10.65 and 11 teams.

By Asia rules, Asia Director may use flexible point system to keep

the total WF teams equal to or under the limit of 11 teams for this

subregion. The revision is to remove Chinese teams from calculations.

                 University of Tehran 1.0

(Note: The last slot in West Continent could either go to Amritapuri, Dhaka, or Tehran.

Asia Director decided to favor Tehran because of the following reasons:

Tehran has hosted the Asia Regional for about 15 years.

Tehran never received IBM financial support because of sanction.

Iranian students had been absent from WF because of visa rejection.

C.   C. The total score of East Continent Sub-region is 17.54 and 17 teams.

             Changchun (2.87); Chengdu (3.68); Hangzhou (3.87);

             Jinhua (3.45); Tianjin (3.67)

China United Advisory Council expressed desire to use university

rankings as qualified lines for all China sites. All universities in 5 China

sites with rank 6 or better are advanced  to WF with a total of 16 teams.

Two universities with rank 7 had hosted Asia Regional one time. Fudan

University is also ranked 3 in Dhaka. The last slot goes to Fudan.

**China Counicl also accepts any teams within qualified lines in China contests

to be advaned to WF using East Continent WF slot. Chinese University of

Hong Kong is an example using slot in China sites.
