(2014年7月1日,/HRoot.com/)澳大利亚社会服务委员会、澳大利亚工会理事会以及澳大利亚商业理事会日前联合提出倡导改善澳大利亚弱势就业群体的就业服务以实现优质产出。据悉,得益于三个组织的联盟,此次所倡导的提案是在联邦政府在发布与就业服务供应商的合作协议之前提前提出的,以期能够应对当前澳大利亚就业市场存在的弊端。据悉,此次提议主要是建议把就业服务重新定位为“合作伙伴的方式”,此举不仅能帮助就业服务供应商更加贴近雇主的需求,同时还能够将资金运用于有针对性的培训及求职支持等。而此种“合作伙伴方式”主要包括:建立就业经纪人,在雇主与就业服务供应商之间形成纽带,以便更切合的理解用工需求以及匹配最优求职者;针对具有较高失业率的行业,建立区域就业委员会,提高行业、工会、就业服务供应商及培训服务供应商的紧密联系;针对现有基金重新分配培训资源,以便更好地关注弱势求职群体,同时帮助他们积累工作经验等。
Alliance proposes partnership to secure jobs for disadvantaged jobseekers in Australia
(Jul. 1, 2014,/HRoot.com/) The Australian Council of Social Service (ACOSS), the Australian Council of Trade Unions (ACTU), and the Business Council of Australia have jointly proposed improvements to employment services in order to deliver better job outcomes for people disadvantaged in the labour market. The proposal, put forward ahead of the announcement by the federal government of new national contracts with employment services providers, follows the development of an alliance between three organisations to work together to tackle entrenched disadvantage. The organisations propose that employment services be reoriented towards a “partnerships approach”, which more effectively links employment services with employer needs, and where funding is redirected to more targeted training and in-job support. The partnership’s approach is proposed to include the following: Establishment of employment brokers to create partnerships between employers and employment services to better match jobseekers with labour demand. Establishment of regional employment boards in areas of high unemployment to promote the partnerships approach among industry, unions, employment services and training providers. Redirecting training resources from the existing Employment Pathway Fund to focus more on disadvantaged jobseekers, and to fund work experience and training as part of the partnerships approach.
