(2014年7月1日,/HRoot.com/)据报道,人社部、财政部近日联合印发的《城乡养老保险制度衔接暂行办法》以及《事业单位人事管理条例》于今日正式开始实施。其中,《城乡养老保险制度衔接暂行办法》,首次明确城乡居保和城镇职工养老保险之间可以转移衔接。养老保险两大平台衔接的这一举措,是我国统筹城乡社会保障体系改革的重要一步。暂行办法规定,参保人员达到城镇职工养老保险规定的法定退休年龄后,可以申请办理城乡养老保险制度衔接手续,只要在城镇职工养老保险缴费年限满15年(含延长缴费至15年)的,就可以从城乡居民养老保险转入城镇职工养老保险并享受相应的待遇,如果不满15年,可以从城镇职工养老保险转入城乡居民养老保险。而《事业单位人事管理条例》最大的转变是把事业单位与工作人员之间的关系确定为有固定期限的"合同关系",打破终身制。依据官方数据,我国现有事业单位111万个,事业编制3,153万人。而这一条例的实施意味着事业单位工作人员的"铁饭碗"即将全面打破。
