Asia Pacific Regional Internet Governance Forum (APrIGF) 2018, held 13 – 16 August at Port Vila, Vanuatu, was exactly a success and it was the first time APrIGF held in Oceania. I’m delighted to have the opportunity to participate in the forum as a fellow. It was my first time to attend APrIGF and it was a really amazing experience.

 

The theme of 2018 APrIGF ( http://aprigf.va ) is Empowering Communities in Asia Pacific to Build an Affordable, Inclusive, Open and Secure Internet. There were more than 30 workshops during the 3-day forum and they were divided into six sub-themes: Online privacy and Protection; Cybersecurity; Access & Empowerment; Diversity; Digital Economy & Emerging Technologies; as well as Multistakeholder participation in Internet Governance. The workshops related to each sub-theme and the awesome panelists made the audience a better understanding of the issues and also shared with us lots of wonderful points.

Fortunately, Dr. Vinton Cerf, regarded as the Father of the Internet for having developed TCP/IP – the very core of internetworking, attended the High-Level Official Opening Ceremony & ICT Day Plenary and delivered his keynote remarks, strikingly aweing everyone by saying “…the Internet is an unfinished business.” Here are some of the highlights in the list of unfinished business in technology development.

 

  • Standards IETF, W3C, IEEE, ITU-T, ITU-R, ISO…
  • Reliable and updateable software
  • Strong, End-End Authentication
  • Confidentiality and Privacy Protection
  • IPv6 Address Implementation(IoT, Cyber-Physical Systems, Mobiles
  • Long-Term Digital Preservation
  • Stable Identifier System (Beyond DNS
  • Broadband Wired and Wireless Access
  • Open Software Defined Networks (switch+software
  • Misinformation, Disinformation, Critical Thinking
  • Digital Literacy
  • …Etc

A strong awareness came to me when I saw the Father of the Internet and the Prime Minister of the Republic of Vanuatu sat together and talked about the issues of IG during the High-Level Official Opening Ceremony & ICT Day Plenary, that it’s still a long way to achieve “Internet for all”, the Internet is an unfinished business exactly.

 

A few highlights on Online privacy and Protection, which is the sub-group I am in.

In addition to big data protection, such as medical and health big data, which concerns the national economy and people's livelihood, data localization protection measures and cross-border data flow are the focus of discussion. 25th, May, 2018, GDPR came into effect formally. 27th, July, India's high-level special committee formally released the 2018 Personal Data Protection Bill (draft), the first country-level personal Data Protection Act in the Asia-Pacific region, which attracted wide attention from all parties in the AP region. 14th, August, the President of Brazil formally approved the universal Data Protection Act (LGPD) submitted by the senate. 2018 is undoubtedly the year of the personal data protection regulation legislation milestone.

 

There seem more discussions on the relationship and interaction between cross-border flows and data localization. The panelists agree that "data localization protection does not mean the stop of cross-border flow" and this has come to an initial consensus. However, we should persist in the pursuit of the balance of data protection and national public interest, business value and also individuals. I think it really important that as cross-border data-flow increases with the proliferation of online services, differing levels of protection in relevant jurisdictions and general lack of user awareness, the highest level of protection should be guaranteed as a default safeguard and international minimum standards should be created.

Moving forward

2018 APrIGF was a wonderful experience for me. 4-day experience is just like a fruitful summer camp. I have had a better and more comprehensive understanding of the issues on IG and it really helped a lot. Thanks to the local host, thanks to APrIGF and thanks to all the people I met at 2018APrIGF. At this conference, I have met those who have been working tirelessly in Internet governance issues for decades and those enthusiastic young guys especially girls from technical and academic background. I hope to build on and do more for APrIGF at my next opportunity.  Hope to get a chance to participate every year
