  Project Procurement Management includes the processes to purchase or acquire the products, services, or results needed from outside the project team to perform the work. The organization can be either the buyer or the seller of the product, service, or results under a contract.

  项目采购管理包括为完成工作必须从项目外购买或获取产品、服务或成果的过程。组织既可以是产品、服务或合同成果的买方,也可以是卖方。

  Project Procurement Management includes the contract management and change control processes required to administer contracts or purchase orders issued by authorized project team members. Project Procurement Management also includes administering any contract issued by an outside organization(the buyer) that is acquiring the project from the performing organization(the seller) and administering contractual obligations placed on the project team by the contract.

  项目采购管理包括合同管理和变更控制过程,它们是管理由授权的项目团队成员签发的合同或采购订单所必需的。项目采购管理也包括管理由从项目实施组织(卖方)处获取项目的外部组织(买方)签发的合同,以及合同中规定的项目团队的合同义务。

  1.Plan Purchases and acquisitions- determinning what to purchase or acquire, and determining when and how.

  采购计划:确定需要购买或获取什么,以及什么时间、如何购买或获取。

  2.Plan contracting-documenting products, services, and results requirements and identifying potential sellers.

  合同计划:记录产品、服务和成果要求,并识别潜在的卖方。

  3.Request Seller Response-obtaining information, quotations, bids, offers, or proposals, as appropriate.

  请求卖方相应(询价):根据情况,获取信息、报价、标书、邀约或建议书。

  4.Select Sellers-reviewing offers, choosing from among potential sellers, and negotiating a written contract with a seller.

  卖方选择:审查邀约,从中选择潜在卖方,并与之进行书面合同的谈判。

  5.Contract Administration-managing the contract and the relationship between the buyer and the seller, reviewing and documenting how a seller is performing or has performed to establish required corrective actions and provide a basis for future relationships with the seller, managing contract related changes and, when appropriate, managing the contractual relationship with the outside buyer of the project.

  合同管理:管理合同,以及买卖双方的关系。审查并记录一个卖方在现在和过去如何履行合同,以此建立必要的纠正措施,并为和卖方将来的关系提供基础。管理与变更有关的合同,并在适当的时候,管理与项目外的买方的合同关系。

  6.Contract Closure-completing and settling each contract, including the resolution of any open items, and closing each contract.

  合同收尾:完成并解决每个合同,包括解决所有未决事项,并收尾每个合同。
