这可是我在MUN里的第一份成果,花了一下午的时间所完成的Position Paper 有关 North Korea nuclear issue

Since the Second World War, human beings began to realize that nuclear weapons as a weapon of war has alienated its direct mass destruction, its living environment of mankind, as well as the devastating damage on people's psychological ,are those we couldn't bear. When the North Korea nuclear crisis broke out, it has surely become the focus of attention.To control the spread of nuclear weapons, has become the consensus of the whole world.

French people always advocate peace and freedom, according to incomplete statistics, 80 percent of French people on the North Korea nuclear issue to be of great concern. France's consistent position is that the Government adhere to the goal of denuclearization of the Peninsula and  against the nuclear proliferation, we insist to resolve the Korean Peninsula nuclear issue through round talk and negotiation. The previous French President Jacques Chirac, as well as the current president, have also made it clear that against to nuclear proliferation and emphasized that North Korea should accept the other countries on the nuclear issue recommendations, there is no other solution.

France is glad to see that the six nation talks are held which China, United States, South Korea, Russia, North Korea, Japan attended, and those talks are of vital importance. And France is also pleased to see that the United Nations take actions to keep peace. North Korea insisting it must be regarded as a nuclear power and the United States demanding swift action to make the Korean Peninsula nuclearfree. Korea in principle to abandon its nuclear research program and close a nuclear reactor where scientists extract weaponsgrade plutonium from spent fuel rods.In focusing on the September 2005 agreement and later handing out a "work plan" on how to implement it, France position closely with that of the United States. France repeatedly that resuming talks is not enough and that North Korea must take steps soon to dismantle the nuclear research program. In return, the government of North Korea would receive specific economic and energy aid from the France and other governments. 

France is also regret for the failure to take such steps within a reasonable time, so it might lead the Bush administration to give up on negotiations and seek broader and more punitive U.N. Security Council sanctions. On the other hand, the France is prepared to work on normalizing diplomatic relations if the nuclear issue is settled. In particular, North Korea tested a nuclear device Oct. 9 and declared itself a nuclear power soon afterward. It's just that France does need to see some results. Although the test was widely condemned -- by France, among others  it made a simple return to the September 2005 agreement difficult without additional incentives, according to French and other commentators. France suggests to assist North Korea in Economy,and keep the relation between countries normally.

Although France is not a member of the sixnation talks, France has always insisted that the adoption of a peaceful solution to Korean nuclear issue and would like to give greatest support  and work together to promote the positive progress which the talks achieved . At the same time, France also hope that the United Nations to send international experts to enter North Korea to conduct further investigations to obtain more accurate information, so as to promote the process of meeting.We are looking forward to more of the sixnation talks can make substantial progress in a short period of time. 

France believed that the efforts of the Korean Peninsula nuclear issue will eventually lead to a peaceful solution.
