程阳:《世界彩票年鉴》彩票术语规范

“电脑票、即开票”的说法,主要在中国和个别东南亚国家使用,特别是别扭的“电脑票”的说法。事实上,欧美国家中,我们所谓的“即开票”,有两种描述,“刮开型”和“立即型”,而只有“刮开型”是单列的“票种”,其它的一般均势按彩票游戏名称单列,一般没有统一的“电脑票”的统计口径和说法;“立即型”有的就指“刮开型”,有的也包括我们所谓的“电脑票” 

从统计口径来说,也就是博彩业的“销售”与“营业收入”问题,全球通行的说法是,彩票、跑马、体育竞猜讲“销售”或“销售额”,也就是包含返奖奖金在内的;而视频彩票游戏(VLT)、游乐场(牌桌游戏 Table Games、游乐机游戏 Slot Machines)博彩,所有数据都直接是营业收入,也就是已经除了返奖奖金的。由此看出,以统计口径区分彩票,也不具有唯一性。

第八道坎儿,是彩票术语规范问题。中国彩票这么多年了,连一套规范的“行话”都没有,这是十分遗憾的事情。建议这次细则能够做个表率,把一些基本的“提法”规范一下。特别是条例第七条起,反复提到的“彩票票种”问题,其实各国家、地区那么多现成的规范,我们可以借鉴的。其实全球彩票行业,彩票一般的表述为依次为:“彩票票种”指的是彩票类型,乐透型、数字型、刮开型、视频等等;“游戏游戏”是某种彩票类型下,具体的游戏组合方式,例如“双色球”、“超级大乐透”都是乐透彩票游戏;“玩法”是某种彩票游戏中的游戏方法,例如“排列三”游戏里面的“直选”、“组选”玩法;“投注方式”是某种游戏玩法下的购买方式,例如“单式、复式、胆拖”等。还要明确“销售方式”或“销售渠道”,是投注站销售,还是电话销售,互联网销售等等。所有这些,业务性很强、市场影响很大,但是多年来,从彩票机构到媒体,表述都凌乱不堪,实在需要细化。

如果非要给“电脑票”一个名分,那就用 Draw-based Games吧,这是一个英国表述。但是千万别 computer lottery 使人不知所云、贻笑大方。本年鉴中,online lottery 似乎也是“电脑票”的意思,但是 online lottery 在更多的场合,说得是互联网彩票销售。事实上,在美国一些州,例如加州,是这样描述的,draw game tickets 开奖型彩票,paper ticket (现场打印出的)开奖彩票,Scratchers tickets 刮开型彩票。

但是在中国的一些官方统计中,甚至把“电脑彩票”等同于“乐透彩票”,那就差异更大了!反映在世界彩票年鉴中,中国福利彩票居然只有“乐透 Lotto” 销量,而无 “数字 Numbers” (例如众所周知的3D)销量,一些境外同行甚至咨询“数字 Numbers” 是否只是中国体育彩票的特权。

类似的问题,还有所谓的“热线系统”的英译问题,其实中文表述本身就有问题,准确的表述应该是“实时销售系统”。online 在全球彩票界,有两种意思,其一是和其它行业一样的“语音服务热线”之类,其二是彩票的互联网销售,但无论哪一种都不是我们的“热线系统”。

在现时全球化的时代,中国的各行各业已经与全球高度融合、高度同步,我们应该有规范的话语。中国的监管与发行彩票机构应该正视这个问题,深入研究、出台相应的彩票行业标准。

Breakopens: An instant win ticket with prizes concealed by flaps. Also see "Pulltabs".

 

Cash Lottos: Same as regular lotto, except lotteries use a smaller matrix (i.e. 5/35 or 5/39 matrix) to accommodate better game odds. A cash lotto awards a lump Sum cash payment for the jackpot instead of an annuity jackpot paid over 20 years.

 

Card Lotteries: A lottery game that relies on the selection of card symbols, instead of numbers, to award prizes. The game is usually based on a 52-card playing hand.

 

Central Site Computer: This is the computer system at the lottery's headquarters that directs and controls the online terminal network in the field.

 

Combination Bet: This is a numbers bet that allows a player to combine a box bet with a straight bet.

 

Commission (Agent): This is the amount or fee that a retailer is paid for selling lottery tickets, Commission rates vary by lottery jurisdictions, although they usually average about 5% in North American and 7% in European d Australia.

 

Commission (Lottery): This is a group of individuals who serve traditionally as the "board of directors" for a lottery agency and advise the director.

 

Draw Lottery: This lottery originated in Europe in the l400s. Players must match the pre-selected numbers on their tickets to those numbers drawn by the lottery to win a price (also see passive).

 

Fast Draw Keno: Typically, a 10/20/80 keno matrix game which is drawn on a regular interval, such as every five minutes (or less).The amount won is based on how many numbers are matched each draw.

 

Fixed Prizes: This is where the lottery offers "fixed" or "set prizes" regardless of the numbers of winners. Most US lotteries offer fixed prizes for their 3-digit and 4-digit numbers games.

 

Government Profit or Revenues: Commonly the amount of money returned as net profit to the government by the legal form of gaming. In charity gaming, revenues are typically collected in the form of license fees and gaming excise taxes. Parimutuel wagering and lotteries typically must return a set percentage of the gross handle as profit to the government.

 

Instant Games (Lottery): Player scratches a latex section on ticket which reveals instantly whether ticket is a winner.

 

Jackpot: This is the top prize that can be won in lotto. It is more commonly referred to as "first tier" or "first division" prize in Europe. A "rolling jackpot" refers to the Parimutuel design of lotto, where if a Jackpot isn't won in a given drawing, it rolls into the next drawing and increases in size.

 

Keno: A game offered by lotteries, casinos and charitable gaming interests. A wide field lotto game, p1ayers typically pick three through 10 numbers out of a l0/20/80 keno field. Players can choose odds and payoffs.

 

Lotto: Players typically select six digits out of a large field of numbers(i.e., 6/49).Varying prizes are offered for matching three through six numbers drawn by lottery. Parimutuel prize schedule means all winning players split prizes. Specified percentage of prize pool are al1ocated to each prize category.

 

Lotto Bloc: Also known as "Multi Jurisdiction Lottos."  A game where several states or countries pool their resources to run a game that spans the individual borders of states, provinces or countries, such as the "Deutsche Lotto Bloc" in Germany or Canada's 6/49 lotto.

 

Multi-state: A lottery game, Such as Powerball or Mega Millions, with more than one state sharing in the jackpot pool.

 

Nambling: This phrase was coined to describe gambling via websites on the Net.

 

Numbers Game (Lottery): Also known as 3-digit and 4-digit games. Players choose and bet on three or four digits, depending on the game, with various payoffs for different straight order or mixed combination bets.

 

Offline Games: An instant ticket or passive game that does not utilize an online lottery terminal for purchase is an "offline product". In countries where the lottery does not utilize an online terminal system to sell games, all products, including lotto, toto and soccer pools, are considered offline games.

 

Online Games: These games are played through a network of computer terminals installed at retail locations, Such as convenience stores and pharmacies. The online terminals are linked to a main data center at lottery headquarters by dedicated telephone lines. Examples of online games include 3- and 4-digit number games, lotto, keno, sports pools, card lotteries and keno.

 

Passive Game: This paper ticket has numbers preprinted on the ticket, so the payer doesn't "actively" participate in playing the game. The player's prize is determined by whether the numbers on his ticket partially match the numbers selected in the lottery drawing.

 

Prize payout: The percentage of sales that is returned to the player as prizes.

 

Prize pool: The total amount of prizes available to be won by players in a game.

 

Powerball: This game originated in the United States. The Current matrix for this bloc lotto game is 5/53 + 1/42. Players must correctly match all five digits draw plus the "Powerball" to win the top prize (jackpot) . An Australian version of Powerball uses a 5/45 + l/45 matrix.

 

Pulltabs: A charity game product that requires a bettor to remove a flap to reveal whether the ticket is a winner. The product, also known as a "breakopen ticket," is also offered by some North American lottery jurisdictions.

 

Quick Pick: This is an online option in which players may choose to have the computer randomly select their lotto numbers.

 

Racino: This term was coined to describe the inclusion of a "video lottery terminal casino" within the premises of a racetrack.

 

Retailers: Retail establishments that are licensed to sell lottery tickets in return for a percentage of sales (called "commissions") are lottery retailers or lottery agents. These terms are synonymous.

 

Rollover: If a prize is not won typically in a lotto game, the funds in the top-tier (jackpot) level will be "rolled over" to the next drawing.

 

Spiel (Lottery): Typically a six digit computer generated number that appears on the bottom of lotto tickets. Players pay an extra $l to activate the spiel number . Players must match two or more spiel numbers, in exact order left to right on the ticket, to be prize winners.

 

Sports Lotteries: Players must predict the result of sporting competitions in a lottery to win prizes. This product is also known as "toto" and "football pools."

 

Terminal: A computerized point of sale device used in the retailer location to sell online games, such as lotto. The terminals are hooked up via dedicated telephone lines to the central computer system. Terminals dispense receipts which a player keeps to verify his bet selection.

 

Vendors: These are companies which provide services or products to government lotteries, such as printing for instant tickets or online computer systems to run the games.

 

Video Lottery Terminals (VLTs): Also called video gaming devices where devices are not regulated by the state or provincial lotteries. VLTs are electronic games played on a video screen. Video lottery games typically include poker, keno and blackjack. Players can win prizes redeemable for cash or free games (credits). VLTs differ from slot machines in that they do not dispense money to winners. Winners hit a button on the machine to dispense a ticket showing the number of credits won and the dollar value of those credits to be paid by the retailer.

 

VLT Establishment: A business owned or managed by an individual, partnership, corporation or association licensed to sell alcoholic beverages for on-premises consumption where there is placed a VLT not owned by the management of the establishment. The establishment receives a percentage of the net revenues from the operator who placed the machines on its premises.

 

VLT Handle: The total cash and credits played in a VLT . It is known as the total credits(bets) played.

 

VLT Cash-In: The total dollars invested (also called "coins in") invested by a player in a VLT. The amount will always be smaller than VLT handle because it does not include the credits p1ayed.

 

VLT Net Machine Income: The amount of revenues put into a VLT minus cash prizes paid out.
