"高校贫困生资助体系研究"译文

摘要:我国现有的高校贫困生资助体系,是政府为了帮助家庭困难的大学生如期完成学业而建立的,目前形成了以“奖、贷、助、补、减”为主要模式,并辅以确保贫困生能顺利入学的“绿色通道”制度,逐步形成以国家助学贷款为主体的多元化贫困大学生资助体系。

本文从研究国、内外大学生资助模式演变过程着手,通过对西安交通大学、西北大学、咸阳师范学院和西安航空技术高等专科学校四所高校的贫困生发放相关调查问卷,了解他们的现实需求和对现有资助体系的了解及认可程度。

研究发现目前资助体系存在以下问题:

由于学校的知名度和社会声誉的巨大差异,导致资助能力存在显著差异;国家助学贷款的发放目前在陕西省陷入僵局;奖学金、助学金的助困作用有限;校内、外勤工助学渠道少;部分高校减免学费的能力有限,学费拖欠现象严重,已严重阻碍部分院校的正常运转。

针对上述问题提出了如下改进贫困生资助体系的政策建议:

第一、政府应承担主要责任。政府对贫困生资助的力度明显赶不上学费的上涨速度,成为一个社会问题;应对资助能力较差的弱势高校采取扶持政策;加快资助立法进程;将贫困生资助体系纳入社会保障体系;尽快完善个人信用机制,拓展贫困生助学金融渠道。

第二、国家助学贷款风险补偿金制度依然不能使银行化解可能存在的拖欠问题,相关的系列配套政策和措施仍需完善。应制订国家助学贷款的补充协议,让商业银行有利可图而提高开办理助贷业务的积极性,将改变目前这种国家助学贷款“叫好不叫座”,“教育部、高校热而银行冷”的尴尬局面。

第三、高校应加强对资助政策的落实,改革学籍管理制度,改革收费制度,利用招生和就业政策扶持贫困生。

第四、贫困生应树立良好的贷款求学意识和如期还款意识,发扬艰苦奋斗的优良传统,纠正消极思想和心理偏差,树立诚信意识和自立自强的精神。

Abstract:   

   The current subsidizing system for colleges’ impoverished students was established by the government to assist students with families in poverty to accomplish learning career as scheduled. Main modes has been formed concentrated on the “Rewarding, Loaning, Assisting, Subsidizing, Subtracting”, companied by the “Green Channel” system ensuring their admittance favorably to form gradually the pluralized subsidizing system focusing on the main body as National Grant-in-Aid Assistance Loan.

  The essay undertook via evolution process as to the subsidizing system at home and abroad to questionnaire impoverished students in the Xian University of Communications, the Northwest University, Xianyang College of Teachers’ Training, Xi’an Aerotechnical College to acquaint their reality demand, comprehension and recognition on the present subsidizing system.

  The research discovered the following flaw existed in the current subsidizing system:

  Distinct discrepancies existed in the subsidizing capabilities due to the considerable divergence on the reputation and social eminence; Delivery of National Grant-in-Aid Assistance Loan ran into deadlock in Shaanxi Province; A limited function in the poverty assistance; Scarce channels in the impoverished students’ assistance. Limited capabilities of partial universities in subtracting tuition and severe default has hindered universities and colleges from normal performance .

  Strategic proposals has been made in the improvement to reform impoverished students’ assistance system in accordance with the above issues:

  Firstly, government should undertake major responsibilities. Obviously, governmental vigor in impoverished students’ assistance jammed the speed of roaring tuition and had caused a social issue. Supportive policies should be adopted for vulnerable universities and colleges in impoverished students’ assistance. With the acceleration of impoverished students’ assistance legislation process, subsuming the supportive system into social security system. With the perfection of personal crediting system to broaden financial channels for impoverished students’ grant-in-aid assistance.

  Secondly, the National Grant-in-Aid Assistance Loan Risky Compensating Allowance proved incapable of solving the issues of enabling banks from reconciling the possible default problem. Relative systematic suited policies and measurements need to be perfected, with added agreement of National Grant-in-Aid Assistance Loan to entitle banks to be profitable to prompt enthusiasm altering the dilemma situation of “hurrahing but deficiency of a box-office success, the enthusiastic Ministry of Education and Universities yet an indifferent bank”.

   Thirdly, universities and colleges should enhance implementation of assistance policies , reform the rolling management and tuition receipt system to assist impoverished students with enrolling and employment policies.

  Ultimately, the impoverished students should establish benign consciousness of loaning assistance and scheduled liquidity, exalting painstaking superior traditions to rectify negative ideology and psychological deviation and establishing spirits of honesty and self-reliance.
