TIPS OF THE DAY

Chairman Ben Bernanke told Congress Tuesday that the economy should pull out of a recession衰退 and start growing again later this year. Still, rising unemployment, sinking home values房屋贬值 and cracked nest eggs 养老金缩水will still weigh 重压 on consumers willingness to spend freely.

Investing small amounts of money is an excellent way of building a nest egg.(小额投资是积累储备金的好方法)。 I've got a nice nest egg.

The Chinese Health Ministry has reported a confirmed case of A/H1N1 flu in Beijing.

It was the third confirmed case on the Chinese mainland but the first in the capital city.

The case involved an 18-year-old female who studies in a university in the New York State.

Fang Laiying, director of Beijing Municipal Health Bureau, briefed on her condition at a press conference.

"She arrived in Beijing on May 11 on board the U.S. Continental Airline CO-89. She felt unwell and physically weak on May 13, and went to the fever outpatient section of the Peking University No. 1 Hospital in the evening on May 14. The hospital was very vigilant, and asked her to remain for observation. The patient was transferred to the Beijing Ditan Hospital early in the morning on May 15. We tested a specimen taken via a swab from her throat. The Beijing Center for Disease Control and Prevention Saturday noon confirmed she was positive for A/H1N1."

The Health Ministry said experts made the decision based on the patient's symptoms, epidemiological investigation results and laboratory tests.

It said the patient was currently in a stable condition, with a normal body temperature.

All the people who had close contact with her had been tracked down and put under medical observation, with no one feeling unwell.

The health ministry has reported the case to the World Health Organization, Hong Kong, Macao and Taiwan and relevant countries.

The first two cases on the Chinese mainland are Chinese nationals who had been students in the United States and Canada.

This year's National Day for Helping the Disabled, with the theme, 'enhancing education for the disabled', has caught people's attention.

In China, there are more than 83 million people with various disabilities, accounting for over 6 percent of the total population.

However, the development of a sound education system for the disabled is a problem in China.

'People's Daily' published an article saying governments should fully mobilize all social forces to create a suitable educational environment for the disabled and to raise people's awareness.

The article points out that as of 2008, over 1,600 special schools for the disabled were established in China.

Most of the schools are located in urban areas. Those living in rural areas have difficulty receiving primary or secondary education.

The article says the central government should allocate more money to establish special schools in rural areas.

In the meantime, the government should take steps towards developing more special needs professionals.

Moreover, the article says the lack of concern for the disabled also impedes them from receiving a normal education.

Handicapped facilities in the city are often occupied by the public. For instance, motorists parking on the blind walks.

This article suggests that Chinese society has a responsibility to promote a coordinated development of a sound education system for the disabled.

Gan Songzhang is the director general of Zhoushan tourism bureau.

"The festival will last for a month, during which we'll hold about 19 themed activities covering oceanic cultures, tasty sea-food and oceanic tourism, to name just a few."

Among various festive activities, the national oceanic culture forum is one of the most important, which is also the first to kick off. Director-general of State Oceanic Administration Sun Zhihui has briefed the audience on the latest developments of China's oceanic culture.

Experts specializing in oceanic culture studies and cultural industry as well as mayors of other coastal cities were on hand at the forum to discuss how to promote and develop the oceanic culture in this country.

Besides the academic field, the festival also has some drawing and photo exhibitions. Qiu Pinghai, one of the organizers, says they would like to let people know more about the ocean through a cultural way rather than a science lesson.

"Through the pictures and eyes of the artists, we not only see the beauty and power of the ocean but also learn about the environmental protection of the ocean. We'll invite college students to visit these exhibitions so that they could learn some basic concept of the ocean. In June, a group of popular Chinese composers and lyricists will tour in Zhoushan. They'll also focus on the protection of the ocean and their works will be introduced in textbooks in schools."

Other activities include seafood-feast week and sea-fishing competitions.

The first ocean cultural festival was held in 2005 in Zhoushan as a local event and it is the first time the festival has gained national attention, becoming a nation-wide ocean cultural festival.

BEYOND THE STUDIO

Jack Perkowski

Foreign investors have been coming into China since the country began its reform and opening up policy 30 years ago. And most of them have made a fortune; the early birds have caught their worms. But is it too late for the new comers? Is there still abundant opportunity to open new businesses in China? And what lessons should be learned in advance when starting a business in the country?

Jack Perkowski is probably one of the most qualified businessmen to answer the questions. Brought up in Pittsburgh, US, educated at Yale and Harvard, Perkowski came to China in 1992 after almost 20 years on Wall Street. He then started his joint venture, which has become one of the most important players in China's automotive components industry. Talking to Voices From Other Lands, he gave his secrets of being a successful businessman, his managerial expertise, and his vision about future business opportunities in China, all written in his new book, Managing the Dragon.

Jack Perkowski said although there are great challenges ahead for China, he is optimistic about the future of the country. Hard working Chinese people, who place importance on family values and education impressed him when he first came to China, and made him strongly believe in an open and prosperous nation.
