食品券food stamp

最近,成都向低保居民每人发放了100元消费券,有人认为这是扶贫与推动消费一举两得。全球经济形势不好,远在大洋彼岸的奥巴马也坐不住了,在他最近提交的8500亿美元经济刺激方案中,就计划向低收入者发放食品券,并增加其它保障内容。

来听一下一句话报道:

Among those programs are food stamps and other nutrition programs, health insurance, unemployment insurance and job training programs.

这些计划中包括发放食品券,普及营养计划、医疗保险、失业保险和职业培训计划。

在这里food stamp就是“食品券”,指发放给低收入者的生活补贴,但多数情况下仅限于在规定的超市购买该福利制度许可的食品。这里我们介绍一下美国的Food Stamp Program (FSP)(食品券制度)。

美国的FSP 制度起源于1939 年,并于1964 年正式在全国范围内推行。这项制度不仅能补贴低收入家庭购买食物,还能调整这些家庭的消费结构,使他们能购买其他消费品,在一定程度上扩大了社会需求和消费总量。现今FSP 已经实现了电子化,大多通过EBT(Electronic Benefit Transfer福利电子转帐 )卡领取,每到月初就有新款到帐,非常方便。2007年纽约大概有1/8 的人领取FSP,人均FSP 每周份额是28 美元左右,而根据统计2006年有11.1% 的德州人在领取FSP,当年人均每周的FSP 为23.35美元。

Stamp最常见的意思是“邮票、印花”,商品交易时需要缴纳的“印花税”就是tax stamp。此外,它还可以指“印章、标记”,例如the stamp of the age就是“时代的特征”。Stamp用做动词还可以指“践踏、盖章”。比如:stamp on the document(在文件上盖章),或者某人很生气的时候会stamp with rage(气得跳脚)。

26号中国海军舰艇编队宣布从三亚启航,赴亚丁湾、索马里海域执行护航任务。

 

The Chinese Navy fleet is now on its way to China's first deep-sea escorting mission against piracy.

 

The convoy, which includes two of China's most sophisticated naval destroyers, is heading for the Gulf of Aden where piracy has become increasingly common.

 

On the grand sailing-off ceremony, about 800 seamen in white Navy uniforms saluted crowds who saw them off at the country's southernmost naval port in Sanya, Hainan island.

 

Among the crew are 70 members of the Special Forces who are trained to effectively neutralize pirates in the event of an onboard attack.

 

Attending the occasion, Chinese Assistant Foreign Minister Liu Jieyi elaborated on the significance of the military move.

 

"The escorting mission of Chinese navy has won wide applaud from the international community, especially African countries. China is supportive of relevant resolutions of the UN Security Council and efforts of the global community in combating piracy. And we are willing to keep contact and cooperation with other countries' naval force on this issue."

 

The primary mission of the two destroyers, DDG-169 Wuhan and DDG-171 Haikou, and a supply vessel Weishanhu, is to join the multi-national efforts endorsed by four United Nations Security Council resolutions to patrol one of the world's busiest marine routes where surging piracy endangers inter-continental shipping.

 

Sun Jianguo, chief of staff assistant of the General Staff Department of People's Liberation Army, warns Chinese sailors of the potential challenges of the mission.

 

"This escorting mission is being conducted far away from China in a complex situation. Chinese sailors should be well-prepared in order to successfully and safely accomplish their mission."

 

After a 10-day voyage to the designated marine zone, the warships are going to start operations on Jan 6. They will respond to radio appeals in the high seas. This service will be provided free of charge to those in need of protection from pirates.

A latest survey conducted by China's top legislature finds that employees' rights have been better protected after the Law on Labor Contract came into effect at the beginning of this year.

 

CRI's Zheng Chenguang has more.

 

Hua Jianmin, vice chairman of the Standing Committee of the National People's Congress, says the number of labor contracts signed so far this year has witnessed a remarkable rise.

 

But he points out that the implementation of the law has met new problems since October, when China began to feel the pinch of the global financial crisis.

 

In response, the legislator urges the government to coordinate the interests of employers and employees as a way to solve emerging problems.

 

"The more difficulties we face, the more we should do to increase people's welfare. The government should also pay attention to the development of enterprises. We should do what we can to safeguard the stability and harmony of society."

 

To this end, Hua Jianmin says the government has taken all necessary measures.

 

The central government decided to allow companies with financial difficulties to delay payment of social security funds for up to six months.

 

Local governments are now allowed to use unemployment insurance funds to subsidize jobs at struggling companies for a maximum of six months, given the companies promise not to lay off workers.

 

Meanwhile, local labor authorities have set up various training projects to facilitate the re-employment of returned migrant workers laid off from urban enterprises.

Major venues of the 2008 Beijing Olympics are expected to be open to the public next year after the transformation projects are completed.

Officials in charge say museums and public fitness clubs will reside in the National Stadium or Bird's Nest.

The stadium will be an ideal venue for commercial performances and activities to do with public welfare.

Li Aiqing, chairman of the Beijing State-owned Assets Management Ltd, elaborates.

"Like the operas of Turandot and Aida, many famous singers' concerts will be staged at the Bird's Nest. I can tell you that some performing troupes have signed contracts with us to make use of the sports venue."

Li Aiqing adds that workers will also remove 11,000 seats in the National Aquatics Center or the "Water Cube" to make room for catering services and public entertainment.

Deng Yaping, a four-time Olympic gold medalist, is regarded as one of the greatest table tennis players in the world. She began playing table tennis at age five, and four years later she won her provincial junior championship. She was only 13 when she won her first national championship.

 

Despite her success, she was initially denied a spot on the Chinese National Team because she was short - she stood only 1.5 metres (4 feet 11 inches) tall. Her talent, however, could not be denied, and she was finally included on the National Team in 1988. She teamed with Qiao Hong to win her first world championship title in the women's doubles competition in 1989. Two years later in 1991, Deng won her first singles world championship.

 

At the 1992 Olympics in Barcelona, Spain, she won a gold medal in both the singles and doubles competitions and repeated the feat at the 1996 Olympics in Atlanta, Georgia. She also earned singles and doubles titles at the 1995 and 1997 world championships.

 

When she retired at the age of 24, she had won more titles than any other player in the sport. She had been a table tennis world champion 18 times, including four Olympic gold medals. From 1990 to 1997, she retained the title of No. 1 ranked female table tennis player - a total of eight years. She was voted Chinese female athlete of the century, and joined the International Table Tennis Federation Hall of Fame in 2003.

 

After retiring at the end of the 1997 season, Deng served on the International Olympic Committee's ethics and athletes' commissions. She gained a bachelor's degree from Tsinghua University, a master's degree from the University of Nottingham, and as of March 2006, she has been working towards a PhD. in Land Economy at the University of Cambridge (Jesus College). Her research work coincides with her professional focus on the marketing, management and development of the 2008 Beijing Olympics as a member of the Beijing Organizing Committee.

 

During the 29th Beijing Olympic Games, as Deputy Mayor of the Olympic Athletes' Village, she witnessed and enjoyed the spirit of competition with athletes from all over the world!
