&nbsp;&nbsp;&nbsp;&nbsp;法国和加拿大血统的护士汉娜是战地医院的一名护士，战争使她失去了男友麦根，在伤员转移途中由于误入雷区，又失去了最好的朋友珍，于是善良的汉娜决定独自留下来照顾这个&ldquo;英国病人&rdquo;。<br/>

&nbsp;&nbsp;&nbsp;&nbsp;匈牙利籍的历史学者拉兹罗&middot;德&middot;艾马殊伯爵跟随探险家马铎深入撒哈拉沙漠进行考察，在那里，他结识了&ldquo;皇家地理学会&rdquo;推荐来帮助绘制地图的&ldquo;飞机师&rdquo;杰佛和他美丽的妻子凯瑟琳&middot;嘉芙莲。嘉芙莲的风韵和才情深深地吸引了艾马殊，并对她产生了无法抗拒的爱慕之情。杰佛由于回开罗筹集资金，留下嘉芙莲和考察队一同进行考察，在这段时间里，他们共同发现了沙漠深处的绘有原始绘画的洞穴，同时，嘉芙莲对机警、智慧、幽默的艾马殊也产生了好感。<br/>

&nbsp;&nbsp;&nbsp;&nbsp;英国对德宣战，马铎也要回国了，留下艾马殊在沙漠继续他在原始人山洞的考察。已经察觉的杰佛一直保持着着绝对的沉默，当他驾驶飞机来接艾马殊时，伤心的杰佛欲驾机撞向艾马殊&hellip;&hellip;杰佛当场死去，同机的嘉芙莲也受了重伤，艾马殊抱起嘉芙莲将她送往山洞，嘉芙莲此时向艾马殊道出了自己一直都在深爱着他。<br/>

&nbsp;&nbsp;&nbsp;&nbsp;然而，当走出沙漠的艾马殊焦急地向盟军驻地的士兵求救时，却因为他的态度和名字被当作德国人抓了起来，并送上了押往欧洲的战俘车。<br/>

&nbsp;&nbsp;&nbsp;&nbsp;时间在一点点地流逝，心挂嘉芙莲的艾马殊焦急万分。他终于找机会逃了出来，此时，对他来说，没有比救嘉芙莲更重要的事了，情急之中，他用马铎绘制的非洲地图换取了德国人的帮助，用德国人给的汽油驾驶着马铎离开时留下的英国飞机返回山洞。他没有违背诺言，可是，时间已过去太多，嘉芙莲已在寒冷中永远地离开了他...&nbsp;<br/>

&nbsp;&nbsp;&nbsp;&nbsp;在照顾&ldquo;英国病人&rdquo;的日子里，汉娜结识了印度籍的拆弹手基普，并产生了爱情，在战争的阴影下，他们的爱情显得谨慎而克制。就在此时，战争结束了，然而，死亡并没有结束，身为拆弹手的基普，注定还要无数次地面对死亡。汉娜理智地和奔赴雷场的基普人分手了。<br/>

如果你有一个明确的目标，并且遵循一些规律，那么Email（下称电子邮件）是你向全球范围内的客户推销产品的有效工具。这里的关键词是“如果”，那些没有明确目标且不遵循规律的人很快就会被人所厌恶，当然也很难有所作为。

某些美国进口商和批发商名录上包含这些公司的email地址和公司网站主页地址。为什么电子邮件这么流行？<br/>

&nbsp;&nbsp;&nbsp;
首先是因为电子邮箱（email地址）很容易得到。当你通过网络服务提供商（ISP）注册一个前面提到过的URL（UniformResorceLocator，在Internet的WWW服务程序上用于指定信息位置的表示方法）网址的时候，你就自动有了若干个邮件地址。有一点很重要，那就是你的公司至少需要有三个电子邮件地址，客人会比较在意这一点，如果没有，他们会对你的公司产生某些怀疑.你的email地址“@”后面的部分就是你所注册的URL地址。例如，如果某公司网站地址是<A HREF="http://www.xiatao.com/">www.xiatao.com</A>，那么这个公司的电子邮箱地址将是<A HREF="mailto:***@xiatao.com">***@xiatao.com</A>。客人们通常想知道他们回复的邮件会发到哪儿或者说是会发给谁，如此一来，你的邮件地址就需要特定，以便告诉客人他们的回信发到了你公司的哪个部门或者发给了哪个负责人。</P>

heroic to tell. By no means. It is merely a little introductory
breeze of patriotism, such as occasionally brushes over every mind,
bearing on its wings the remembrance of all we ever loved and
cherished in the land of our early years; and if it should seem to
be rodomontade to any people in other parts of the earth, let them
only imagine it to be said about “Old Kentucky”, “Old England”,
or any other corner of the world in which they happened to be born
and they will find it quite rational.</FONT></FONT></P>
<P><FONT COLOR="#000000"><FONT FACE="Times New Roman">But, as
touching our story, it is time to begin. Did you ever see the
little village of Newbury, in New England? I dare say you never
did; for it was just one of those out-of-the-way places where
nobody ever came unless they came on purpose: a green little
hollow, wedged like a bird’s next between half a dozen high hills,
that kept off the wind and kept out foreigners; so that the little
place was s straitly <I>sui generis</I> as if there were not

house, and across the way was a yellow house; and there was a
straggling rail fence or a tribe of mullein stalks between. The
minister lived here, and Squire Moses lived there, and Deacon Hart
lived under the hill, and Messrs. Nadab and Abihu Peters lived by
the crossroad, and the old “wider” Smith lived by the
meeting-house, and Ebenezer Camp kept a shoemaker’s shop on one
side, and Patience Mosely kept a milliner’s shop in front; and
there was old Comfort Scran, who kept a store for the whole town,
and sold axeheads, brass thimbles, licorice balls, fancy
handkerchiefs, and everything else you can think of. Here, too, was
the general post-office, where you might see letters marvelously
folded, directed wrong side upward, stamped with a thimble, and
superscribed to some of the Dollys, or Pollys, or Peters, or
Moseses aforenamed or not named.</FONT></FONT></P>

Children</I>, completes a trilogy of family-oriented movies that
began with <I>Fanny and Alexander</I> and continued with <I>The
Best Intentions</I> written by Bergman and directed by Danish
filmmaker Bille August.</FONT></FONT></P>
<P><FONT COLOR="#000000"><FONT FACE="Times New Roman">Besides
dealing with members of Bergman’s family in bygone times – it
begins a few years after <I>The Best Intentions</I> leaves off –
the new picture was directed by Daniel Bergman, his youngest son.
Although it lacks the urgency and originality of the elder
Bergman’s greatest achievements, such as The Silence and Persona,
it has enough visual and emotional interest to make a worthy
addition to his body of work.</FONT></FONT></P>
<P><FONT COLOR="#000000"><FONT FACE="Times New Roman">Set in rural
Sweden during the late 1920s, the story centers on a young boy
named Pu, clearly modeled on Ingmar Bergman himself. Pu’s father
is a country clergyman whose duties include traveling to the
capital and ministering to the royal family. While this is an
enviable position, it doesn’t assuage problems in the pastor’s
marriage. Pu is young enough to be fairly oblivious to such
difficulties, but his awareness grows with the passage of time. So
do the subtle tensions that mark Pu’s own relationship with his
father, whose desire to show affection and compassion is hampered
by a certain stiffness in his demeanor and chilliness in his
emotions.</FONT></FONT></P>
<P><FONT COLOR="#000000"><FONT FACE="Times New Roman">The film’s
most resonant passages take place when Pu learns to see his father
with new clarity while accompanying him on a cross-country trip to
another parish. In a remarkable change of tone, this portion of the
story is punctuated with flash-forwards to a time 40 years in the
future, showing the relationship between parent and child to be
dramatically reversed. The father is now cared for by the son, and
desires a forgiveness for past shortcomings that the younger man
resolutely refuses to grant.</FONT></FONT></P>
<P><FONT COLOR="#000000"><FONT FACE="Times New Roman">Brief and
abrupt though they are, these scenes make a pungent contrast with
the sunny landscapes and comic interludes in the early part of the
movie.</FONT></FONT></P>
<P><FONT COLOR="#000000"><FONT FACE="Times New Roman"><I>Sunday’s
Children</I> is a film of many levels, and all are skillfully
handled by Daniel Bergman in his directional debut. Gentle scenes
of domestic contentment are sensitively interwoven with intimations
of underlying malaise. While the more nostalgic sequences are
photographed with an eye-dazzling beauty that occasionally
threatens to become cloying, any such result is foreclosed by the
jagged interruptions of the flash-forward sequences – an intrusive
device that few filmmakers are agile enough to handle successfully,
but that is put to impressive use by the Bergman
team.</FONT></FONT></P>
<P><FONT COLOR="#000000"><FONT FACE="Times New Roman">Henrik
Linnros gives a smartly turned performance as young Pu, and Thommy
Berggren – who starred in the popular <I>Elvira Madigan</I> years

and Alexander</I> and the emotional ambiguity of <I>The Best
Intentions</I> into fresh and sometimes fascinating

life, mere cognition can be similarly motivational, although the

– an oceanographer at Williams College &nbsp;in
Williams town, Mass. – explains that, at any given moment, “there
are several thousand [marine] species [traveling] … in the ballast
water of ships.” These creatures move from coastal waters where
they fit into the local web of life to places where some of them
could tear that web apart. This is the larger dimension of the
infamous invasion of fish-destroying, pipe-clogging zebra
mussels.</FONT></FONT></P>
<P><FONT COLOR="#000000"><FONT FACE="Times New Roman">Such
voracious invaders at least make their presence known. What
concerns Carlton and his fellow marine ecologists is the lack of
knowledge about the hundreds of alien invaders that quietly enter
coastal waters around the world every day. Many of them probably
just die out. Some benignly – or every beneficially – join the
local scene. But some will make trouble.</FONT></FONT></P>
<P><FONT COLOR="#000000"><FONT FACE="Times New Roman">In one sense,
this is an old story. Organisms have ridden ships for centuries.
They have clung to hulls and come along with cargo. What’ new is
the scale and speed of the migrations made possible by the massive
volume of ship-ballast water – taken in to provide ship stability
– continuously moving around the world….</FONT></FONT></P>
<P><FONT COLOR="#000000"><FONT FACE="Times New Roman">Ships load up
with ballast water and its inhabitants in coastal waters of one
port and dump the ballast in another port that may be thousands of
kilometers away. A single load can run to hundreds of thousands of
gallons. Some larger ships take on as much as 40 million gallons.
The creatures that come along tend to be in their larva
freefloating stage. When discharged in alien waters they can mature
into crabs, jellyfish, slugs, and many other
forms.</FONT></FONT></P>
<P><FONT COLOR="#000000"><FONT FACE="Times New Roman">Since the
problem involves coastal species, simply banning ballast dumps in
coastal waters would, in theory, solve it. Coastal organisms in
ballast water that is flushed into midocean would not survive. Such
a ban has worked for the North American Inland Waterway. But it
would be hard to enforce it worldwide. Heating ballast water or
straining it should also halt the species spread. But before any
such worldwide regulations were imposed, scientists would need a
clearer view of what is going on.</FONT></FONT></P>
<P><FONT COLOR="#000000"><FONT FACE="Times New Roman">The
continuous shuffling of marine organisms has changed the biology of
the sea on a global scale. It can have devastating effects as in
the case of the American comb jellyfish that recently invaded the
black Sea. It has destroyed that sea’s anchovy fishery by eating
anchovy eggs. It may soon spread to western and northern European
waters.</FONT></FONT></P>

-货物监管：简称货管。是海关代表国家在口岸，根据《海关法》和国家其他进出口法律、法规和政策监督合法进出境货物和运输工具的重要管理职权，也是海关完成征收关税、制止走私违法、编制海关统计等各项任务的基矗<br/>

-货运监管的基本制度：对进出境的运输工具及其所载货物，进行审单（申报）、查验、征税、放行构成货运监管既相互制约又相对独立的统一整体，是货管的基本作。<br/>

<br/>
-查验（检查）：是以经过审核的单证为依据，对货主申报的内容进行直接实际的核实和查对，除有特殊规定准予免验者外，进出境货物的运输工具均应接受海关的查验，它为打击走私违法情事及为征税、统计提供实际监管依据等方面有着重要的作用。<br/>

单货相符：在办理进出口海关手续时，经查验货主申报的进出口货物的单证与实际进出口货物相一致，习惯上称为单货相符。<br/>

单货不符：在办理进出口海关时，货主申报的进出口货物单证与实际进出口货物经核实不一致，习惯上称为单货不符。<br/>

-放行：就是指对经过审单、查验、征税监管环节后已人备单货相符的货物和运输工具签印放行的监管行为。<br/>

-开验：海关在查验过程中。针对有些货物做细查细验时，进行内外包装开拆核实查证的行为。<br/>

-开拆：海关在查验工作中，对需要重点查验的货物进行开箱拆包细验的监管行为。<br/>

-重封：对受海关监管的货物由于复查等原因需要再次施加关封的行为称为“重新加封”，简称重封。<br/>

-关封：用于海关内部联系、交接有关单证所使用的印有“海关关封”字样，可以加封的信封。<br/>

-关锁：一种用于对海关监管货物加封的金属制一次性使用的长条形封锁。<br/>

-纸封：用于加封小件海关监管物品的纸质封条。<br/>
-海关封志：加封海关监管物品的纸封在施封时，注明具体海关的称谓及年、月、日的称为封志。<br/>

-结关：办结或暂时办结海关监管手续的行为。<br/>

-进出口许可证制度：是我国实行对外贸易管理的一种行政保护手段，是根据我国的对外贸易政策对进出口货物和物品实行全面管理的制度。<br/>

-进出口许可证：是国家管理进出口贸易通关证件，由对外经济贸易部及其授权的有关盛自治区、直辖市经贸委局和特派员办事处审核签发，从９２年起，进出口许可证上各项标注中英文对照、商品名称、编码和计量单位，采用“商品分类和编码协调制度”。<br/>

-三级管理：指进出口许可证的具体发证工作实行经贸部、经贸部驻口岸特派员办事处和省级对外贸易管理部门三级管理。<br/>

-滞报金：根据《海关法》的有关规定，进口货物自运输工具申报进境之日起十四日内，应当向海关申报。超期未报的，从第十五天开始海关所征收的延期未报罚金称为滞报金，日征收金额为进口价格的０．５％，起征点为人民币１０元，不足１０元的免收．<br/>

-配额：在对外经济贸易活动中，对一些商品在进出口数量上予以限制的方式。<br/>

-配额管理：是国家对外经济贸易活动管理的一种手段，国际间根据惯例和协定对一些商品在进出口数量上进行一定限制的管理。<br/>

-自动出口限额：指出口国在进口国的经贸压力下，或为了维护出口价格的稳定，而自动限制某项商品对进口国的出口。<br/>

-出口配额证商品：指在对外经贸活动中，一国政府在一定时期以内，对一些商品的进口数量或金额加以直接限制，这种限制下的商品，对出口国来说就首先要领取配额证，而这些商品也因此称为出口配额证商品。<br/>

-转关货物：指经收、发货人申请并经海关核准进口货物可以转至设有海关的指运地办理进口手续；出口货物可以在设有海关的起运地办理出口手续后，再转运至出境地海关核查放行出口。转关货物向海关申报时填写《中华人民共和国海关进（出）口转关运输货物申报单》接<br/>

-载进口货物：是指境内汽车到口岸海关监管区接载由境外汽车载运进境后倒装的海关监管货物。<br/>

-卸转出口货物：是指境内汽车载运至口岸海关监管区后倒装由境外汽车载运出境的海关监管货物。<br/>

-海关监管货物：对进出境受海关监管尚未办结海关手续的一切货。统称为海关监管货物。<br/>

-进出口货物证明书：由海关出具并鉴发，证明货物实际进口或出口的文件。<br/>

-转关运输:
进出口海关监管货物需由进境地或启运地设立的海关转运至目的地或出境地海关，这种转运方式称为转关运输。经海关同意可采用不同的交通工具，承运接驳转关运输货物。<br/>

-中转运输：常指商品运输在商业系统内的中间转运。即商品运输不直达目的地，须在中途变换运输方式或更换运输工具的一种运输方式。<br/>

-押运：对某些质量不佳或交货时间延误买方拒收或错发、错运造成的溢装、漏卸而且退运的进出口货物。<br/>

<br/>
-退关货物：对已办理了进出境海关手续的货物，由于某种原因，在征得海关同意后，货物取消进出口并按海关规定办理退关手续，这类货物称为退关货物。<br/>

<br/>
一类进口商品：指国家统一经营、代理订货关系国计民生的、大宗的敏感性的重要进口商品包括粮食、钢材等。<br/>

二类进口商品：指国家定为联合成交的国际市场供应相对集中、价格敏感、国内紧缺、国内外差价较大的大宗进口商品，包括羊毛等。<br/>

三类进口商品：指国家规定除一、二类商品以外的其它商品。<br/>

-出口纺织品配额证：为了履行我国与纺织品进口设限国家签定的双方纺织品贸易协定，对输往协定国的纺织品，由经贸部或有关地方经贸主管部门签发纺织吕出口证书。<br/>

-国货复进口：对我国出口货物，再办理有关的经贸手续复进口的统称为国货复进口。<br/>

-药品检验：为防止有害人民健康的药品流入国内，根据《中华人民共和国药品管理法》规定，凡进口药品（药材）以及出口成药必须经口岸药品检疫所检验合格后方准进出口。<br/>

-进出口精神药物管理：经国务院批准，对进出口精神药物管理，统一由卫生部审核批准并发给《精神药物进（出）口准许证》，海关凭证件正本核放的管理制度。精神药物的进出口业务统一指定由中国医药保健品进出口公司和中国化工进出口公司负责办理，其他单位和个人均不得经营此项业务。<br/>

-进出口麻醉药品管理：国家规定进出口麻醉药品业务只准由中国医药保健品进出口总公司和所属省、自治区、直辖市的分公司，或由卫生部、经贸部指定的其他单位办理。进出口麻醉药品一律凭卫生部核发的《麻醉品进出口准许证》办理海关手续，并通知出口国政府和国家麻醉品管制局。<br/>

-暂进货物：是指国际组织、外国政府、外国及香港、澳门地区的企业、群众团体或个人为开展经济、技术、科学、文化交流而暂时进入我国境内的货物。此类货物在进口时，须填写报关单，但不列入统计。<br/>

-展览品：是指外国为来华或我国为到国外举办经济、文化、科技、武器装备展览或参加博览会而进出口的展览品及与展览会有关的宣传品、布置品、招待品、小卖品和其他物品。<br/>

-货样：系指不论是价购还是免费提供的进出口专供订货参考的样品。<br/>
<br/>
-无代价抵偿货物：是指进口货物在海关征税放行后，发现货物残坏、短少、或品质不良而由国外承运人、发货人或保险公司免费补偿或更换的同类货物。<br/>

-援助物资：是指外国和国际组织援助，赠送的物资。<br/>
-贸易性往来赠送物品：指各地区、各部门在对外经济贸易往来中，接受外国和港澳地区厂商赠送的物品。<br/>

-进口溢卸货物：指未列入进口载货清单、运单位的货物或者多于进口载货清单、提单运单位所列数量的货物。<br/>

-进口误卸货物：指将运往其他口岸的货物误按本口岸进口货物起卸。<br/>
-客供主、辅料：为便于执行我出口合同，国外客商免费提供用于生产出口产品的主、辅料。来料加工转内销是指来料加工的料、件，经海关放行后，有关企业申请将进口的料、件或加工的成品转内销并经审批机关同意。<br/>

-无证到货：在对外经贸活动中，货物在进口时，不能提供必要的有效的办理海关手续的通关文件（包括进口许可证、审批证等）而且货物已运抵境内，这种进口行为称为无证到货。<br/>

<br/>
-中转：货物中转、旅客中转或车辆中转的通称。指货物运往目的地过程中在中途港口、车站转运或换装。<br/>

-联运：使用同一运送凭证，以不同运输方式或几个运输企业衔接运送货物或旅客到目的地的运输方式。<br/>

-国际联运：使用同一运送凭证，以不同运输方式或几个运输企业衔接运送货物和旅客的运输业务。<br/>

-国际多式联运：是指按照多式联运合同，以至少两种不同的运输方式，由多式联运经营人将货物从一国境内接管货物的地点运到另一国境内指定交付货物的地点。<br/>

<br/>
-出口收汇核销单：系指由国家外汇管理局制发，出口单位和受托行及解付行填写，海关凭以受理报关，外汇管理部门凭以核销收汇的有顺序编号的凭证。<br/>

-出口收汇核销：指外贸出口单位在办理有关货物的出口通关手续时，应到当地的外汇管理部门申领经外汇管理部门加盖“监督收汇“章的核销单，凭此及出口报关单和其它所需的文件证明办理报关手续，货物报关后，由海关在核销单和有该单编号的报关上加盖“放行”章，货物出口后，出口单位必须在外汇管理部门规定的最迟收款日期内办理结汇和收帐的核销手续，这一做法称为出口收汇核销。<br/>

<br/>
-最迟收款日期按出口的具体情况可分为以下几种结汇或收帐日期：<br/>
1.即期信用证和即期托收项下的贷款必须以寄单之日起港澳和近洋地区二十天内，远洋地区三十天内结汇和收帐。<br/>

2.远期信用证和远期托收项下的贷款必须汇票规定的付款日起港澳地区三十天内，远洋地区四十天内结汇或收帐。<br/>

3.寄售项下的贷款，出口单位必须在核销单存根上填写最迟收款日期，该日期不得超过自报关之日起三百六十天。<br/>

4.寄售以外的自寄单据（指不通过银行交单索汇）项下的出口贷款，出口单位必须在自报关之日起五十个工作日内结汇或收帐。<br/>

<br/>
-逾期未收汇：指出口单位在出口收汇的最迟收款日期内款结汇或收帐的贷款。<br/>

-监督收汇章：指专用于出货收汇核销单用以监督结汇和收帐贷款印鉴，出口单位在货物报关时，必须向海关出示盖有此章的核销单和报关单办理报关手续。<br/>

-结汇：指企业或个人按照外汇牌价，向银行买进或卖出外汇。<br/>
-收帐：指出口单位在货物出口后通过银行收回货款入帐的行为。<br/>
<br/>
-外籍船舶foreign flag
vessel：船舶在国外港口注册，挂外国国旗的船舶。属于进出境船舶的一种，在参与进出境活动时接受我国海关监管，其船员海关按外籍船员待遇办理。<br/>

-中国籍船舶chinese flag
vessel：船舶在我国港口注册，挂中国国旗的船舶。特指参与国际航线营运的中国籍船舶，属于海关监管的进出境运输工具，船员享受进出境运输工具服务人员待遇。<br/>

-内航船舶domestic service
vessel：在我国内河或沿海航行，只航行国内航线的船舶。不属于进出境船舶，但在承运进出口货物二程运输或转关货物时，接受海关监管，船员不享受进出境运输工具服务人员待遇。<br/>

<br/>
-远洋运输：即使用船舶跨越大洋的运输。对中国籍船舶而言，批准其进行远洋运输，即确定其运输航线，意味着该船舶为进出境船舶。参与远洋运输即是行走国际航线。<br/>

-近洋运输：本国各海港至邻近国家海港间的海上运输的通称。在我国，通常指东至日本海，西至马六甲海峡，南至印度尼西亚沿海，北至鄂霍次克海的各海港的海上运输。参加近洋运输亦即航行国际航线，意味着航行该航线的中国籍船舶为进出境船舶。<br/>

-沿海运输：本国沿海各港口间的海上运输。从事沿海运输的航船一部分为内航船舶，另一部分为进出境船舶，如港澳航线的小型船舶。<br/>

-海上运输sea
carriage：简称海运。使用船舶通过海上航道运送货物和旅客的一种运输方式。包括沿海运输、国际海洋运输<br/>

-内河运输：使用船舶通过国际内江湖河川等天然或人工水道，运送货物和旅客的一种运输方式。<br/>

-港澳航线：指我国华南各港与香港、澳门之间的沿海运输航线。<br/>
-国际航线：指我国与世界各国之间的远洋运输与近洋运输航线。<br/>
<br/>
-配载图stowage plan：表示船上各舱室货物装载位置的计划图。<br/>
-航次voyage：船舶完成一次航运任务的周期。<br/>
-船籍港ship registered
port：亦称“船舶登记港”、“登记港”。船舶所有人办理船舶所有权登记的港口。船籍港的名称应在船舶国籍证书、船舶登记证书内载明，并在船尾明显标出。<br/>

-吨位证书tonnage
certificate：亦称“船舶吨位证书”。证明船舶吨位的文件。由国家验船机构对船舶进行丈量后发给。船舶在营运中缴纳税费，以证书内载明的登记吨位为计算依据。<br/>

-提单bill of
lading：简称b/l，在对外贸易中，运输部门承运货物时签发给发货人的一种凭证。收货人凭提单向货运目的地的运输部门提货，提单须经承运人或船方签字后始能生效。是海运货物向海关报关的有效单证之一。<br/>

-海关发票：进口商向进口国海关报关的证件之一。海关发票由出口商填写，其格式由进口国具体规定。主要项目有货物的生产国别、货物名称、数量、唛头、出口地市价及出口售价等。海关发票的作用是便于进口国按国别及化价信用不同税率征收关税。采用海关发票的有加拿大、澳大利亚、新西兰等国。<br/>

<br/>
-理货tally：在货物装卸中，按装船单、载货清单等的记载，分清标记（唛头）、核点件数、整理货物、办理交接手续等工作的总称。国际航行船舶装卸进出口货物时，通常委托外轮理货公司办理。海关在出口时一般凭外理落货单核对放行。<br/>

-载货清单manifest：亦称舱单。船方或其代理人对全船所载货物编造的清单。在对外贸易中它是向海关报关时必须交验的单据之一。<br/>

-装船单ship loading
plan：船舶出口装船的凭证。海关对出口放行的货物在装船单上盖放行章。<br/>

-装箱清单container loading
plan：亦称装箱单。是运输工具负责人向海关交验的主要单证之一，列明该运输工具，该次进出境所载运的全部货物情况，包括货品、件数、重量、运单号或提单号。<br/>

<br/>
-联检：由口岸单位对出入境行为实施的联合检查。对人员进出境由边检、海关、卫生检疫、动植物检疫。对进出境船舶由边检、海关、卫生检疫、港监联合检查。由港监任组长，各单位根据有关规定办理联检手续。<br/>

-联检预报：进出境船舶到港后，由港监事先通知其他联检单位准备联检，内容有船名、地点、时间、进出等项。预报方式有电话通知、传真、书面、口头等形式。<br/>

-联检单位：根据四部文件（交通部、海关总署、卫生部、公安部）船舶联检由海关、边检、港监组成，港监为联检组长。<br/>

-保税货物：是指海关批准未办理纳税手续进境，在境内储存、加工、装配后复运出境的货物<br/>

-保税仓库：是指经海关批准专门存放经海关核准的保税货物的专用仓库。<br/>

-保税工厂：是指经海关核准专为生产出口产品进行保税加工的企业。有关企业向海关申请时，需填写《保税工厂申请书》及《事项表》.<br/>

-储运保税仓库：是指经海关批准为了仓储及货物运输的便利，以设置的专门存储保税进出口货物的仓库，存入仓库的货物在进口、储存和复运出口时，均可免除进出口各税，但货物必须保持原状，不得进行任何加工。<br/>

-工业保税仓库：指工商业活动中，有时从进口、试制、储存到出口是一个不可中断的过程，而在生产出口产品的工厂内设立保税仓库，以提供必要的生产储存等服务，此类保税仓库称为工业保税仓库。<br/>

-备料保税仓库：是专为储存来料加工，进料加工项下进口备用料件的仓库。<br/>

-专业型保税仓库：是指有关外贸专业公司自营的仓库储存本企业经营的保税货物的仓库。<br/>

-出口监管仓库：系指存放已按规定领取了出口货物许可证或批件，已对外卖断结汇并向海关办完全部出口海关手续的货物的专用仓库。<br/>

-保税港区：在港区内划出一定的封闭区域，区内进出口的货物依照有关保税管理条例监管，这种港区称为保税港区。<br/>

<br/>
-核销：核销工作是海关监管工作的具体体现，是后续管理的重要组成部分，海关对保税货物、特定减免税货物的监管正是通过核销予以体现的，其监管方式是深层次的，具有监管、检查、调查、核实、认可和销案的含义，所采取的方式基本是审计，是带有海关行业特点查帐方式，通过上述行为督促当事人遵守国家法律、法规，从而保证国家政策的正确贯彻和海关优惠政策的有效实施，促进加工贸易的发展，保证国家的税收。<br/>

-海关审计：即是政府部门审计之一，其含义是指海关在国家法律授权的范围内，通过查帐手段，监督检查进出口企事业单位进出口活动的合法性。<br/>

<br/>
-催报制度：是指经营单位对已到核销期的合同未主动办理报核手续，主管海关向其发出某合同项下的催报函，限期到海关办理核销手续。<br/>

-双人下厂核销制度：为了更好地开展海关下厂核销工作，加强廉政建设，下厂核销必须经主管领导同意，并且必须坚持二人或以上下厂的工作制度，不允许一人单独下厂。<br/>

-统一帐册制度：指在有条件的地方，经营加工贸易的企业要使用海关设置的统一帐册和单证，以用于记载加工贸易进口料件和加工成品的进口，核销和存留情况，这样既能满足企业生产管理的需要，又能符合海关监管要求，上述制度称为统一帐册制度。<br/>

-合同档案管理制度：指海关在管理加工贸易的合同档案时，在具备条件时，应用电脑管理，建立完整和完善的合同登记档案的工作制度，提高管理质素，并设置专职的管理人员。<br/>

-消耗定额记录制度：指海关在后续管理工作中，应把每次核销考核的新商品的消耗定额集中记录在固定的消耗定额专用登记本上，并做好分析研讨工作，从而积少成多，累计消耗定额资料，从而提高海关工作的监管水平。<br/>

-收取保证金制度：因国际市场的行情瞬息万变从而影响加工贸易企业的出口合同往往不能按期履约，造成不能按期核销的，海关为了促进企业的进出口，对其进口料件征收一定数额的保证金，同意其展期核销，并待核销结案后退还保证金。<br/>

-案件移交登记制度：海关在后续管理的核销工作中，对发现的走私违规案件需交调查部门查处，在办理移交时，需将有关签情况进行登记并交调查部门签收，待查处后将以前调查部门反馈审理的结果在登记本上会签。<br/>

-三证齐全销案制度：是指在海关后续管理中，生产企业填报的“销案申请表”或“核销表”和“登记手册”与进出口专用报关单进行核对，三者完全相符后予以办理销案。<br/>

-海关查帐：指在海关后续管理工作中，对列为重点核销的工厂企业，工贸和外贸公司的合同，海关实行下厂、下公司查阅有关该厂和公司生产、经贸进出口活动的资料，单据和所有反映工厂和公司情况的帐册，在核帐册的过程中，海关认为有必要时还可调阅业务部门的合同卷审查进出口发票、备货单、装箱单、来往函电及财会的帐册和原始记帐凭证、成本核算单等，查帐的方法主要有核对法、逆查法和盘存法等。海关在重点核销查帐后，要将查帐的全部情况，作书面的查帐记录，存入合同档案。<br/>

<br/>
-海关仓库：指权限于“进口商品在入库，存储和再出口时”免付关税，海关手续简便的仓库，如货物在国内利用或投放市场，则要办理报关和缴纳关税的海关手续。<br/>

-合同备案：指经营单位或加工单位将对外签订的有关料件在进口加工及出口产品的合同在海关后续管理部门经审核确认立项登记建立专门的档案。这种情形称为合同备案。<br/>

-帐册管理：指在海关后续管理工作中，对企业进口料件的生产加工成品的出口情况以及剩余残次、废料等建立详细的记录帐册，并定期查帐、核查和核销。这种管理称为帐册管理。<br/>

-手册：指由海关核发用以记载海关监管内容的专门登记帐册。<br/>
-四核五销：是指在海关核销工作中核进料、核耗料、核成品、核余料的四核制度以及对国家限制和国内外差价大的商品，逐合同核销；对一料多用、多料一用的商品，定期核销，对多道工序加工，环节复杂的原料，按耗料定额核销；对外贸（工贸）公司直属的加工生产企业，实行“单轨核销”，对外向型的乡镇企业则实行“对轨核销”。<br/>

            <title>独辟蹊径的服装外贸公司zt</title>

联系采访的时候，广州番禹代鸿制衣有限公司厂长邝倩雯先请记者将单位营业执照复印件和采访证复印件传真过去。这是她通过网络做外贸生意养成的习惯：“外面的世界很精彩，你的心是真诚的，但不代表别人对你同样真诚。所以最好的解决办法就是，双方从最初就得按规则办事。”<br/>

<br/>
　　这也是邝倩雯选择自创服装品牌并只上香港电子商务平台的原因。目前国际服装生意的路线是：国外买家先找到香港贸易商，然后香港贸易商再把订单转给内地的生产厂家，让内地厂家贴牌生产。邝倩雯直接跟国外厂商接洽，但她从不放弃利用“能提供专业服务”的香港电子商务平台。<br/>

<br/>
　　<B>都开不起工资了，哪有钱上网？</B><br/>

　　2003年邝倩雯接手代鸿公司时，工人们正对着满仓积压的货物发愁。这家成立于2000年的公司在此之前一直做内贸，并且从一开始就注册了独立品牌“代鸿”。但是公司的销售一直跟不上生产节奏，邝倩雯接手时，全厂共有200名员工，仅有两人在做销售。这直接导致代鸿服装的款式、面料甚至价格都不比别人差，但服装一直卖不动。而东西卖不动资金就没法回笼，资金不到位销售环节更会受影响，结果形成了恶性循环，满仓货物堆积，工人也发不出工资。<br/>

<br/>
　　邝倩雯坐在服装堆旁边开始想办法：“有品牌是代鸿的优势。”当地很多做贴牌的服装企业的经历证明，如果做贴牌，一家企业做出一种款式来，另几家企业很快就会复制过去。服装行业的利润已经很薄了，所以要想赚钱，必须走一条我能做而别人不能做的路子。“目前什么是代鸿有而别人没有的？只有牌子。”邝倩雯认定品牌不能丢。<br/>

<br/>
　　但扶植一个品牌不仅需要一个设计能力强的生产工厂，还需要强大的推销团队，同时在当地这种服装企业扎堆的地方，还要形成庞大的联销网，这些都需要大笔资金投入。但是，国内的知识产权保护做得并不好，一个品牌出来，别人照样蜂拥而上抄袭，结果还是既砸自己的牌子又赚不到钱。<br/>

　　相对而言，老外在做生意时，他们会比较讲规则，也有买东西时先认品牌的习惯。更重要的是，2003年国家已允许服装厂家自己申请进出口权。在此之前服装生产厂家要做外贸必须通过贸易公司，同时服装企业产品出口必须要向国家交17%左右的税金。交易完成后，国家会返还企业一部分税费（也叫出口退税），但由于服装厂家没有进出口权，这部分退税会被贸易公司拿走。而如果服装厂家争取到了进出口权，就会赚到退税利润，这对既想让人认可自己的牌子又想尽快赚到利润的代鸿来说，不失为一个绝佳的机会。<br/>

<br/>
　　只是，在企业拿到出口权后，国家还要等一段时间再给服装企业出口配额（即可出口的服装数量）。在这段时间里，邝倩雯也在想拿到出口权后，怎么样能让老外知道自己并认可自己，而要做好这件事，单靠公司那两个销售人员肯定不行。<br/>

　　“当时香港一家叫易贸通的电子商务网站的业务员找到了我。”这让正在四处窥探销售商机的邝倩雯眼前一亮。她派人打听了一下，易贸通是一家已在香港上市、主做电子商务服务的网络平台，他们当时的很多客户都是与代鸿类似的外贸企业。<br/>

　　“可是它一年的会费要两万块钱。”邝倩雯思前想后，第二天不好意思地对易贸通的业务员说：“你看我连工人的工资都发不起，哪有钱给你交会费呀？还是等等吧。”<br/>

<br/>
　　<B>不讲规则的代价</B><br/>
<br/>
　　在接下来的日子里，代鸿如愿拿到了进出口权。而在这段时间里，易贸通那个做业务的小姑娘仍不停地打电话。“年底她还给我拿来了一本他们的客户介绍，里面写满了那些靠网络发财的成功故事，我一看，这些企业几乎都跟代鸿差不多，而且我们也是时候开展营销了。”虽然这个平台的年费已经涨到了三万元，但相比之下还是比代鸿重新雇人推销来得划算，于是邝倩雯咬咬牙把钱投了出去。<br/>

　　代鸿的员工永远记得那段满怀憧憬、兴致高昂的日子。电子商务服务商告诉邝倩雯，要做外贸必须先请个懂英文的人，让这个人直接在网上与老外沟通。于是公司找来了一个刚毕业、懂英文的大学生（因为当时只有应届毕业生肯接受每月2000元的薪金），经服务商培训后，这个大学生每天在易贸通的平台上盯着代鸿公司的主页，其他员工不时地跑到她的座位旁询问：“有生意吗？”“哎，怎么还没有啊。”<br/>

　　功夫不负有心人。终于有一天，代鸿与一位以色列客户谈成了一笔4000美元的生意。可是在“让客户怎么付款”的问题上，邝倩雯又没了主意。好在她是做财务出身，凭着职业本能，她先去银行找外贸部的人，打听与老外做生意一般该怎么汇款。随后电子商务服务商又给了她几种汇款案例。“一种是对方不给你任何信用凭证就先让你发货的，并说货到后马上给你打款。”这样做的国内企业很多都受骗了。第二种是对方先付30%的预付款，等你从码头把货发走后，他收到货检查无恙再付余款。可代鸿当时资金不足，这种需要自己先垫资金的做法对公司而言有些勉为其难。只有一种办法最适合代鸿：用信用证。就是国外买家先打一笔款到国外当地银行A，当地银行再根据担保给这个买家开信用证，然后由这家银行告诉国内发货方这边的银行B，给买家开出信用证。代鸿按双方合同约定生产出服装、并按时发货后，会在发货处收到一张提货单，公司拿着这张提货单去B银行，这个银行的工作人员将提货单上的信息与B银行开出的信用证上的信息进行核对，确认无误后再把国外买家已存的钱划给代鸿。从国外买家开始打款到代鸿公司从银行提款的时间不会超过45天-60天（视订单不同而定），这种类似于预付款的机制让代鸿很放心。<br/>

　　2004年，代鸿公司通过网络做成的生意已达1000万元。而2003年之前公司一年的总营业额才200万元。然而，也许是人一高兴就会放松警惕，邝倩雯在公司发展平步青云时，却在一位南美客户那里栽了跟头。当时对方提出的贸易流程是，对方先不给代鸿付款，而是派两名设计师到代鸿公司，这两名设计师确认款式无误后，代鸿开始生产。服装做好后，邝倩雯会陪着买家派来的人当场验货，买家确认货物无误后，会给代鸿公司开一张查货证明。凭查货证明发货后、在邝倩雯把发货时收到的提货单交给买家之前，买家会将货款打到代鸿的账上。<br/>

　　邝倩雯对代鸿的服装品质很有自信，虽然按她以往的原则，对方不开信用证她就不接生意，但她又认为，做生意没有绝对的原则。于是代鸿将一批价值18万元人民币的服装加班加点做了出来，可是南美的客户却说不能开查货证明。“他说我们服装的款式有些问题。实际上是他的设计师设计的款式本身就不合规范。”这件事让邝倩雯深有感触：一定要坚持正确的生意主张，在任何时候，都不能因人为因素使合理的规则打折扣，在网上也不例外。<br/>

　　<B>只认香港服务商</B><br/>

　　2005年，雅虎和阿里巴巴的业务员也找到了代鸿公司。这时与代鸿一直合作的香港电子商务平台易贸通已能给代鸿提供供需方线下交流会、带代鸿的资料去国外参展等增值服务，“阿里巴巴提供的服务几乎和香港这家提供的服务差不多，但阿里巴巴内外贸都做，相对来说它上面的企业比较杂，而香港这家只做外贸，而且它是上市公司，它上面的企业很多都是国际知名的服装买家，从专业化到国际化都更符合我的口味。雅虎的服务还不如阿里巴巴全面。”于是邝倩雯认定了香港企业在服装外贸服务上的优势，2006年，公司又上了由香港贸易发展局建立的一家纯英文服装外贸网站。<br/>

<br/>
　　2006年，代鸿外贸出口的营业额占到了公司总营业额的95%，当年外贸营业额达到了2600万元人民币。同时公司购买了一套视频软件，业务员不但可以用视频与国外客户讨论服装设计的细节，让模特随时试穿给客户看，还能更方便地识破“坏人”的嘴脸。<br/>

　　经验总结：做服装外贸生意，选择一个专业化、国际化的电子商务平台会让你事半功倍。但是现在网络诈骗确实存在，所以在选好平台之后还要讲规则，不仅自己有诚意，还要不给对方“耍诈”的机会。</DIV>
