&nbsp;曾几何时，电影《2012》带给人类那种危机感、绝望和无可奈何，似乎已经鲜明地警示人类：200多年来有史记载的人类社会工业化过程、财富不断积累的过程，已经令地球潦倒不堪重负，传统资源和能源的储量穷尽在望，污染物肆虐传播到世界的各个角落，人类赖以生存的生态系统提供物质和服务的能力急剧下降，生物多样性减少令众多的物种面临灭绝或频危的命运。生活在地球上的人类，一边为眼前的所谓财富积累而兴奋，一边由于癌症、传染病等各种环境恶化造成的健康问题而忧虑。于是，电影《2012》所传递的信息与这种心理状态一拍即合，产生轰鸣。</DIV>

&nbsp;2011年，我常被记者问及有关2012世界末日相关的问题。信，还是不信？信者立刻被看成“悲观主义者”；不信者似乎又被认为过于信赖人类科技发展的力量。不管玛雅人的祖先是否真正预测到世界末日何时到来，我认为，《2012》用电影的手法告知人类所面临的末日危机不失为一个极其巧妙的思路。这种与大众直接、有效沟通的手段，已经在众多的地球居民当中烙下了一个深深的印记，它所引发的那种“危机感”应该成为人类反思自己的行为、行为后果和行为改变的一种重要的力量。同时，很多人开始回味到美国原居民的那句谚语的真切含义，思考我们如何归还这个“从子孙那里借来的”地球，我们如何向自己的孩子、孙子解释这个满目疮痍的地球的缘由，我们的后代能够接受我们的一句”对不起“吗？</DIV>

&nbsp;二十年来，国际社会在已经认识到这种”尴尬“局面的基础上，开始思考、探索修复地球、保护地球的行动。1992年的”里约宣言“，是这代人对后代表达的自省和承诺，”二十一世纪议程“，是今天人对后来人承诺的行动和决心。可持续发展是世界各国领导人达成的共识，考虑到发达与欠发达、贫富之分、历史责任等各种可能的要素，国际社会一致通过和接受了”共同但有区别的责任“原则，在里约热内卢的联合国地球峰会上，后代代表声音第一次在这个平台上被听到，响亮而清澈。</DIV>

&nbsp;二十年也是”弹指一挥间“，2012年，是里约”地球峰会“20年的节点。国际社会又紧锣密鼓地开始了一轮筹备”地球峰会“的忙碌。总结、反思、立志，更多的宣言，更多的承诺。绿色经济似乎已经被国际社会接受，成为实现可持续发展的手段和途径。为了在今年6月的里约峰会上达成新的共识，联合国目前正忙于在各国之间凝聚共识，为即将在里约签署的文件做准备。如果你跟踪这些辩论，不难发现，在世界形势日益复杂的今天，共识不难提出，但达成共识需要艰辛的努力；切实的行动，尤其是需要共识支持的行动，越来越分散，越来越自下而上；参与行动的利益各方包容全社会，政府、企业、公众，以及各种团体，不论年龄，不论种族，不论贫富，地球上每个公民都需要参与切实的行动当中。</DIV>

&nbsp;在这种复杂、变化多端的国际形势面前，中国该如何行动已经成为国际社会关注的焦点之一。中国的经济规模、不断上升的竞争力和国力、资源和能源消耗的急剧增加、污染排放继续上升，以及中国经济与世界经济相互依存度的不断提升，都要求中国在21世纪的第二个十年对自己、对世界提出绿色经济和实现可持续发展的战略、策略和行动计划。中国的十二五规划在很大程度上针对国内的可持续发展战略有了明确的定位和行动，国内政策、法律、标准的不断完善年，为实现十二五设定的各种目标奠定了相对牢固的基础；中国目前相对缺乏的，是对世界提出实现可持续发展的自己的见解和行动建议，尤其是在一些重大领域的环境良治的建议。</DIV>

随着中国资本不断走向海外，海外投资过程中的环境准则和准则的实施是目前迫切需要解决的问题之一。汲取教训、学习经验，在这个基础上，根据新的、不断变换的国际形势，中国应该提出和制订相关的法律和法规，约束中国资本走向海外时的环境行为。同时，在全球化高度发展的今天，中国需要凝聚共识，使这些法律、法规成为国际海外投资共同遵守的准则。</DIV>

产业的转移是世界经济发展中一个趋势和潮流，中国过去30年改革开放的经验教训，应该给其他发展中国家提供一面警示的镜子。缺乏完善的环境法律标准，缺乏有力的执法体系，产业从西方转移到中国的过程，恰好是中国环境问题日益严重和快速传播的过程。产业转移仍在继续，随着中国产业的升级。中国也加入了产业转移的行列，及时根据自己的经验教训，提出产业转移过程中的环境准则，成为中国为世界可持续发展的贡献之一。</DIV>

资源和能源的日益贫乏，已经成为世界实现可持续发展的重要制约因素。随着可需技术的不断进步，资源替代、减量是必然的趋势，提高资源利用效率，或者说中国传统上的”节约“也应该成为国际社会思考资源战略的重要方面。中国应该积极携手他国、各界，研发和实践替代、减量、节约的有效途径和手段，推动资源、能源的新一轮清洁革命。</DIV>

            <title>2012：中国眼中的世界和世界眼中的中国</title>

            <description><![CDATA[晨读复旦大学沈丁立教授在金融时报上的文章 －2012：中国眼中的美国和世界，有趣又有益。沈教授指出美国目前正处在四大困惑之中：

1。全球化时代，美国与西方金融力量在重组世界制造同时，也逐渐抽空美国等国的国内制造业，造成这些国家那以挽回的就业流失和相伴的财富分配更加不均。</DIV>
<div>
2。美国人的生活和消费方式已长期预支其财富与繁荣，因此造成很高的国家财政赤字和债务，严重影响美国的经济健康和其对世界的政治影响。</DIV>
<div>3。美国国内的政治内耗很难达成财政平衡的共识。</DIV>
<div>
4。美国周期性的对外扩张开始收缩，但难以接受实力下降的现实，仍会找寻充当世界主导的可能渠道，加剧世界格局的快速变化。</DIV>

其实，今天全球化程度越来越高，中国和世界的联系更加紧密。中国不但要面对象美国、欧洲这样的老牌西方国家，还要应对和自己一道崛起的其他新兴经济体。要学习、理解长久以来由西方国家主导的国际市场和国际规则，在吸收和实践的基础之上，还要更加积极主动地开始提出自己的观点和建议自己的规则。</DIV>

美国制造业的复苏和再振兴：虽然在过去30多年的历史进程中，西方在很大程度上把自己不想要的国内制造业转移给了象中国这样的发展中国家，造成就业流失，但是，教训和历史的转机，尤其是目前的这场席卷全球的金融危机已经深深教育了美国，制造业就业回归、重振自己在制造业上的竞争力，已经成为美国政界的共识。而且，这不会是简单的回归，它将是在技术、管理、流程上更先进的一场革命，能源、资源的高效率，污染排放的最小化，都将成为这场清洁革命的显著特点。</DIV>

中国在自己已经提出的转型战略中，应该及时把握住这种新形势和新契机，完善自己的战略和部署，思考如何积极有效地加强和西方国家”再工业化“的接轨和合作，不断提升自己的能力和国力，尤其是如何在全球已经起步的这场清洁革命中，确立自己在国际社会和市场的地位。</DIV>

美国今天的消费方式和国内债务应该成为中国借鉴的一面镜子。如果你认真关注一下国际舆论和论调，不难发现，那是推动中国向美国方向快速发展的声音。中国应该把握住自己的立场和战略，在适度增强国内消费的同时，认真思考节约、节俭、替代。说是不能走西方的老路，但是，如果没有切实可行的行动，再说也是白说。</DIV>

”出污泥而不染“是一种品格，一种特质，一种毅力，一种决心。诱惑、劝诱、压力，各种势力围绕着你，在全球化如何高程度的今天，中国的选择和发展道路，由于其经济的规模和人口的规模，而变得如此重要。</DIV>

世界上每个国家都有其独到的政治和文化环境，美国有美国自己的问题，中国有自己独特的挑战，虽不同，但作用相同，都对决策者在制订国家大政方针、发展方向上提出挑战。美国的国债，中国的地方债；美国经济停滞，中国通货膨胀的压力，似乎没有一个国家可以完全逃脱问题和压力，更不用说在高度全球化的今天。增进相互理解是21世纪的意见大事儿，加强各个层次上的交流和合作是减少误解和冲突的重要手段。</DIV>

4。美国的全球扩张不会因为自己的相对势力下降而放弃，中国的崛起，无论前面的道路如何艰难险阻，都不会停滞。但是，国际社会似乎已经达成共识：在竞争陪伴下的合作是必须的选择。</DIV>

2012是中国和世界加强相互理解和了解的一年，尤其是中国领导人的换届和美国的大选，都给这种努力创造了良好的机会。站在不同的角度去看世界，可能得出决然不同的结论。从不同的视角观察中国，也会得出相互矛盾的言论。求同存异、百花齐放应该是21世纪第二个十年国际社会认同的原则，在这种大背景下，中国应该认真思考自己的角色和对世界的贡献，更加积极主动地向世界提出自己的建议，从自律做起，在资本输出、产业转移、资源和能源战略、气候变化等领域，
提出自己的见解和提议，和国际社会一道探索和推动可持续发展的模式。</DIV>

            <description><![CDATA[昨天，美国总统奥巴马在国会众议员会议厅向国会做了他就任总统以来的第三个“国情咨文”，这个有些象中国总理的“政府工作报告”性质的演讲，定调美国政府的政策和战略重点，当然，也充分体现美国政治两党的纷争。2012是美国大选年，可想而知，昨天演讲中的“火药味”；演讲当中时常出现的鼓掌高峰，哪些人起立、哪些人坐着不动，都是一些有趣的观察“点”。

我关注了几个地方。第一，在他的演讲初始，奥巴马就三番五次提及中国，中国已经是美国公开认定的竞争对手，无论是经济势力，还是国际政治势力，美国不敢“轻敌”；同时，中国也是美国看好的巨大消费市场，更大、更快地敲开中国市场对美国产品和服务的门，已经成为奥巴马政府复苏美国经济、增加美国就业的重要渠道。“树敌”是美国政治史上的一个典型手段，过去20多年中，”牵制“中国已经成为美国国内政治议程的一个重要砝码，因为美国选民很”吃“这一套。可以想象，中美之间虽然已经建立了各种对话机制、交流渠道，21世纪第二个十年的中美关系仍将”波澜起伏“、”故事不断“。</DIV>

第二，奥巴马总统在谈到美国经济复苏的路线图时，第一强调的领域是制造业的回归。我们都知道，国际社会在工业化的进程中走过了一条产业不断转移、再分工的进程，这个进程今天仍然在继续。中国30年的改革开放恰是这种转移的一个体现和缩影。北美和欧洲等其他西方国家在国内环境立法更加严格、劳动力和原材料成本不断攀升、新兴经济体的消费水平开始提升的背景下，把”两高一低“的制造业、重工业、重化工纷纷转移发展中国家，尤其是中国。一方面，中国快速提升了自己的制造业，另一方面，中国的资源环境代价急剧攀升，令国人难以承受。今天，奥巴马政府已经制订出新一轮制造业回归美国的战略，令这种国际分工要重新划分。当然，这不会是一个简单的回归，美国更看重的是自己在技术创新方面的竞争力。随着中国劳动力成本上升的趋势、美国国内创造就业的巨大压力，美国如何复苏其制造业值得中国决策者高度重视，因为这恰是中国目前在努力探索的经济和产业转型的战略。</DIV>

正如奥巴马总统所言，政府将采取各种措施，激励和吸引投资建厂，用优惠的税收政策，帮助投资人减少负担；对高科技、清洁技术更是“独有情钟”。同时，如果投资者设厂的地点恰巧在“困难”社区，
比如一些工厂刚刚倒闭，政府将更是会用补贴的方式激励这种行为。</DIV>

第三，奥巴马政府非常清楚，2012是努力在政治上要得分的大选年，不能有任何疏忽。于是，可想而知，象气候变化这样在美国国内极其敏感的话题，将无法进入任何的立法和政治进程。于是，奥巴马在演讲中只能转变策略，把气候变化的问题转成“能源安全”、“清洁能源”，同时，把这些话题同创造就业密切地联系起来。而且，这也是他描述的经济复苏路线图中的一个重要行业。美国的能源战略以天然气为主，国内储量可以供100年之用，这真是一种“奢侈”。即便在这种状况下，为了美国长久的能源安全，美国必须加大研发投入，开发更多的天然气来源，油页岩的开采被视为一个重要领域。</DIV>

同样重要的是新能源的发展和利用，风能、太阳能、电池等重要的技术领域已经成为美国发展新能源的重点，尤其是不能“输给中国”。值得关注的是，这种优先战略在多大程度上给中国的投资者带来了机遇？中国很多新能源公司已经开始进军美国市场，有的成功，有的碰壁，这是一个应该认真研究和思考的问题了，也是探究国际社会是否能够在新能源领域的发展上真正携手合作的一个案例。</DIV>

与美国相比，中国相对得天独厚的能源是煤炭，起点就比美国“劣势”，但是，如果中国能够在煤炭的清洁利用上有重大技术突破，在保证效率的基础上，利用CCUS,
解决好成本问题和碳的问题，从而引领这个领域的技术研发和应用，也可谓一种竞争力和优势。同时，中国已经开始在新能源领域大规模投入、制造和应用，虽然美国在一些技术领域仍然占据优势，但是，我相信，中国政府和企业的投入和继续投入将使中国在国际新能源领域保持在领先者行列。</DIV>

2012也是国际气候变化多哈进程的一年，去年底结束的德班进程把很多工作留给了多哈。但是，由于美国国内的大选，令气候变化问题进步了“大雅之堂”，自然为大家所期待的国际进程进展带来“阴影”，难以预料有任何实质性进展。</DIV>

<div>但是，
2012对很多国家而言也是重要的政治里程碑，中国领导人换届为很多重要问题带来疑问和希望，包括气候变化问题。中国国内的“十二五”已经给国际社会带来了绿色的希望，十二五目标的实施和实现，将为中国在实践可持续发展战略的道路上奠定更牢固的基石。</DIV>

今天的中国，面对的是一个风云变幻的国际环境，面对的是一个更加错中复杂的国际关系，国内环境、资源、民生等方面的压力，已经令中国决策者“痛定思痛”、“要变要革命”，复杂艰难的国际环境，更加要求中国下一代领导人具备国际视野和雄心，立足中国，放眼世界，处理好各种重要的国际关系，尤其是牵扯到环境、资源、气候变化等一系列国际公共事物的问题。不管21世纪最终是谁的世纪，那都是一个我们子孙后代的世纪，一个我们都期望更加美好的世纪。我们常说，人类只有一个地球，那是我们的家园；我们都是兄弟姐妹一家人。爱，大爱，是我们和睦相处的基本条件。</DIV>

            <title>天堂的寄思：2012-1-12，对父亲的哀思</title>

五年前，父亲突然辞世，噩耗传来，哀痛难忍，泪水不断地流。1月12从此成为我生命里永远挥不去哀思和遗憾。</P>
<p>&nbsp;&nbsp;
2007年的元旦，回到烟台看望父母，那是父亲生前的最后一面。记得当时还犹豫过是否那时去烟台，但最后还是从上海赶过去了，似乎心里有一丝的自我安慰，至少那时还给父亲生命的最后日子带来过一点点的快慰，看到父亲和外孙相互逗乐的照片，心里会情不自禁地涌出点滴的安慰。但是，似乎也就是从那时起，心里对过年过节有了某种难言的慌与惧。</P>
<p>&nbsp;&nbsp;
五年，更是“弹指一挥间”，儿子从一个刚入学的学童变成了一个中学生，对外公的记忆可能有些模糊，看照片能够记得一些，但是，平日里，在他成长的过程中，已经没有外公的陪伴，只是偶尔随着大人去给外公扫墓，在似懂非懂之间逐渐长大。</P>
<p>&nbsp;&nbsp;
在我们家里，我的性格和品性与父亲的很像，加上自己是女儿，相比之下，自然和父亲更亲近一些。由于父母很忙，我们小时候其实和父母在一起生活的时间并不多，真正回到父母身边是上学后，记忆里最亲切的莫过于坐在父亲的自行车的前粱上，一起唱“小小竹排向东流”。父亲是个有名的严父，能和女儿一起唱歌是多数人难以想象的事情。</P>
<p>&nbsp;&nbsp;
父亲是个正直和耿直的人，似乎容不得半点虚伪，于是，经常让人觉得“死脑筋”。我们很少知道父亲工作中的事情，但是，他的那种正和直在家里常常让我们有些恐惧，尤其是我们长大后，在心理上，和父亲产生很强的距离感，直到我们自己成家立业，才开始懂得父母的用心良苦和辛劳。仔细算来，自己和父母生活在一起的时间并不多，上大学后，只是假期里回家，出国后，经常是几年回来一次，每次都匆匆忙忙，忙自己的事儿。回国后，还是忙自己，孩子，工作，似乎是永远忙不完的事儿。父亲有一句自我安慰的话“精神万岁！”每当想起这句话，自己心里说不出的酸楚和自责。</P>
<p>&nbsp;&nbsp;
也许父母都是这样，孩子们的利益总是高于一切，自己可以牺牲任何东西，也要让自己的子女没有负担和分心，我知道，自己的父母是极端的典型。</P>
<p>&nbsp;&nbsp;
五年前的今天，父亲走了；五年来，心里有无尽的哀思。天地间，父亲的灵魂永在。</P>

            <title>2012，树立一个理想、一个愿景、一个行动的计划</title>

            <description><![CDATA[2012在不知不觉中到来，虽然一些媒体在年前提及过那恐怖的“2012”世界末日，但是，大多数人的那种担心和恐惧似乎淡化了很多。2012更多地成为人们谈话间的一些幽默片段，它已经很难激起当时电影刚出来时的那种惶惶不可终日的感觉。

<div>
也许是无奈，也许是记忆的淡化，但是，很多人的心底很难彻底抹去那层也许已经很淡的阴影。2011又是一个多灾多难的一年，自然灾害发生的频率在加剧，经济和人民生活损失在加大，全球的温室气体排放非但没有减少，却在不断上升，2011又是一个气温继续上升的”暖年“。</DIV>

<div>
元旦探望妈妈，她还是不断地唠叨那些老话，尤其是抱怨如今地球被人类”挖“、”破坏“的满目疮痍的现状。妈妈的理论似乎淳朴地到了极致：由于地球被折磨到如此地步，元气大伤，反映到人类的身上就是各种奇怪的病状和病症，人类的寿命和幸福指数大打折扣。出路只有一个：人类立刻减少、停止对地球的破坏，开始修复地球，让地球有自我恢复和修复的能力，人类的命运方能随之好转。</DIV>

<div>
更神奇的是，前两年，妈妈不断地描述宇宙空间还有另外一个地球，她的理论是宇宙间所有的事物都是阴阳对应的，这完全的中国古代的阴阳学说的一个具体反映。妈妈说：我们现在的地球被破坏到了难以修复的地步，但是，宇宙中的另一个地球完好无损。如果人类能够理解那个完好无损的地球的状况，就应该按照那种状况来恢复我们自己的地球。前不久，在科学新闻中读到，人类已经发现宇宙间的确还有另外一个地球。于是，有些”无独有偶“的感觉。</DIV>

2012，人类将继续为地球和我们自己的未来而焦虑；2012，必须是人类苏醒和行动的年度。”里约＋20“联合国大会的召开将是人类历史的又一个里程碑，动员国际社会一道提高意识、采取行动。</DIV>

我的建议是：树立一个理想、一个愿景和一个行动的计划。记得马丁路瑟金”我有一个梦想“的演说吗？试想一下，如果他的演讲题目是”我有一个噩梦“，今天的世界会是什么摸样？树立一个与人类未来命运息息相关的理想和梦想吧，因为我们今天的世界太不完美；勾勒一个与地球家园的未来密不可分的愿景吧，因为人类的生存离不开地球物质、服务、精神的依托；设计一个具体可行的行动计划吧，因为梦想成真需要艰辛的付出和不懈的努力。</DIV>

<div>气候组织中国参与的一个项目：”通向永续乐园的指南“已经问世，那是一个很好的开端，很多机构一道勾画一个人人向往的2020国度
- Sustainia.
2020并不遥远，“永续乐园”所描绘的蓝图并不虚无缥缈，因为人类已经拥有了建设一个更美好未来的手段和图景。人类2012极度缺乏的恰是那种共同的愿景、共同的理想和共同的行动。</DIV>

            <description><![CDATA[<font FACE="Calibri, Verdana, Helvetica, Arial"><span STYLE="font-size:11pt">Dear All &ndash; It struck me that the year of 2011 has
flied by really fast. China’s 12th Five-Year Plan just passed the
National People’s Congress and we just delivered the
HSBC-commissioned A Guide to China’s 12th Five-Year Plan, then I
was in Durban attending COP17’s Momentum for Change when our 1,000
Village LED project in Guiyang got selected as one the ten global
Lighthouse Projects by UNFCCC. Sudddnly you realize that it is time
to reflect what you have done in the past year and what to plan for
2012.<br />
&nbsp;<br />
The year of 2011 to the Greater China team has heen a great year of
deliverables. From thought leadership to engagement events, from
cities to sectors, The Climate Group has clearly and firmly printed
our marks. The kick-off of the global program China Redesign in
late March got us on a clearly chartered journey of capturing the
rapid urbanization process in China to figure out how to
decarbonize it. With Guiyang, Hangzhou, Wuhan, Tianjin, Chongqing,
Dezhou, Kashgar and Guangdong Province as our lead city partners
and a group of leading solution providers and financial
institutions as our strategic partners, we have successfully
delivered our Low Carbon City tour when the team and China Southern
Media Group visited Hangzhou, Wuhan, Dongguan of Guangdong Province
and Kashgar, for deep-diving investigation and need assessment. The
China Low Carbon City Tour I report, released on November 13th in
Beijing, was a highlight for China Redesign to an audience of
nearly 200 stakeholders from both public and private sectors, both
domestic and international. The gained popularity for this project
has brought us a couple of new potential partners to carry on such
an activitity in 2012.<br />
&nbsp;<br />
To drive business community to take on more practical and
aggressive actions of decarbonization, we implemented a Carbon
Treasure project, suported by SPF, Energy Foundation and
Rockefeller Brothers Fund, that focuses on three critical sectors
in China &ndash; Supply Chain, Power and Financial Institutions. A great
engagement and capacity building platform and partnership, the
project successfully released four Guidelines of Carbon Strategy
and Management, including one general guideline and three
sector-focused guidelines. I still remember the day when we did the
release of the Guidelines and the overwhelming interest from media,
government and business community.<br />
&nbsp;<br />
The team in HK has made great progress in deeply engaging our
members and potential partners in the region. We successfully
concluded our Low Carbon Reduction Campaign and also the book
series that contains four books targeting different audience. Our
Million Forest campaign has brought some great partnership from
both public and private sector, as well as the general public to
convey a simple message that climate is changing which is impacting
many people’s lives in some climate poverty-ridden region. When the
Million Wondersful was launched jointly with Baidu Chinese
Wikipedia to bring the Million Forests campaign to 100 cities, you
know how powerful this program is. I still remember the awkward
moment when I had to be in the VIP room with the leading actress
Yang Mi, I could barely find anything to say to her since I really
didn’t know her that much. But the impact has been felt. That is us
and that is the most impactful factor for us.<br />
&nbsp;<br />
The HK market brand of Business Summit of Climate Leadership 2012
is another blast. Though various challenges in the process, the
Summit of about 200 participants has become a well-recognized brand
in the market supported by HSBC. It is not an exageration that this
Summit has become The Summit of business community on climate
change annual event.<br />
&nbsp;<br />
We continued our work around Market Transformation in the region.
After our successes in both demonstration in LED street lighting
and thought leadership work in EV and CCS, the team in HK continues
our active engagement with key stakeholders for LED lighting, in
particular with the successful model of Advisory Council meeting on
a quarterly basis well received in the region; the team in BJ
continued to work on CCUS with a report of 18 Most Critical
Questions on China’s CCUS released in the summer, and our
1,000-Village Program to continue our engagement with Phillips and
cities. With Eric joining us in the region to lead the technology
and innovation work, our team becomes more sophisticated to address
technology-related matters. This has been demonstrated by our
progress made in pursuing some exciting opportunities with such big
players as Swire, HK Airport Authority, among others. And also our
work with cities in the region is offering more value to our city
partners.<br />
&nbsp;<br />
The UNFCCC’s recognization of our 1,000-Village project is a high
point for Guiyang and Philips, and of course for us too. The unique
model we have build up through this project has demonstrated its
success and also offered us a great learning process. When
Guiyang’s Executive Vice Mayor Ma Changqing was on the stage with
me taking the recognization and when the news was publicized
worldwide and in China, I know that our relationship with those
partners has gone to another level for our future
collaboration.<br />
&nbsp;<br />
China’s Clean Revolution IV: Financing Low Carbon Growth was
officially released in November. This is a relatively new sector we
have stepped into and gradually put an hand around it from the
team’s professional development perspective. Led by Ying and
supported by the team both in the region and globally, this report
has put us firmly on the landscape of mainstreaming low carbon
growth in the region. At this moment, we have distributed this
report to many identified key stakeholders, including Ministers,
leading policy adviors, provincial and municipal level top leaders,
business leaders and other stakeholders. With overwhelmingly
positive and appreciative feedback, the flagship report from China
has led us to bid new opportunities on the market.
&nbsp;The report is also an integreter of many of the
work we have been doing in the region in the last few years,
including energy efficiency, LED street lighting financial model,
EV, CCUS and other policy related work.<br />
&nbsp;&nbsp;<br />
Wei, Rita, Han, Kal and other team members have made it so smooth
and easy for the team to deliver our due impact in the region by
managing our operations and offering all the extra support to the
team. I often say that without you guys I could hard imagine how I
would have functioned.<br />
&nbsp;<br />
Many sleepless nights, many hours of sleep deficit, many missed
holidays and weekends with families, many sick days with coughs and
pains in office, many challenges both technical and personal….. and
yet, we managed to pull everything together so
beautifully.&nbsp;<br />
&nbsp;<br />
The way I look back to my 2011, I joked in my blog the other day
that my 2011 has come to its end with countless travels, speeches
and interviews. Already notorious for being on the road all the
time, I have earned my reputation of “travel too much, work too
much, talk to much.” But I don’t have much to complain because of
having you all on my team.<br />
&nbsp;<br />
I look at 2012 with more confidence. I know how much is out there
awaiting our continued and steadfast commitments and hard work. But
I also know that the world in 2012 will become somehow a better
place to live because of us, because of our contribution and hard
work.<br />

            <title>2011 圣诞随笔</title>

            <description><![CDATA[北京的圣诞日似乎很无聊，没有渲染气氛的白雪，没有美国那种整日圣诞歌曲的萦绕，虽然很多建筑物添加了一些类似圣诞树、圣诞物的装饰，但是，总觉得很“假”、很“装”，不自然，因为表面的东西不真实、不感人、不给力。

昨天傍晚，在办公室忙碌之中，想到该总结总结2011了，很多同事都要休假、庆祝节日，自己和几位同事还在忙于筹备一个项目的竞标，作为一个团队的头儿有责任对大家的辛勤劳动有所总结和认可，于是，坐下来洋洋洒洒地写了一个很长的电邮，与全球同事分享我们2011的成就和感悟。说实话，当静下心来回顾过去一年的路程时，心里真是充满成就感，梳理之中，更加体会到我的团队的成长和成绩，心中充满欣慰和满足。我是一个总是挑战自己的人，于是，那种满足感与我的幸福感之间有了直接联系。</DIV>

回顾2011，我们从事的行业充满各种矛盾的信号。从国际进程看，自哥本哈根以来的国际进程变得更多的像是一场场闹剧、游戏、勾心斗角的展示场所。联合国作为一个不得不保留的平台，正如联合国现在在很多事物上的角色和作用，似乎变得越来越被“边缘化”，更多地成为一种“工具”，而不能真正主导很多重大的、共同的国际事物，尤其是当象气候变化这样的国际“公共”事物与一个国家的经济利益、竞争力联系密切时，联合国更加显得懦弱和无力。这些年，很多人都在呼吁联合国的改革，但是，这几乎是不可能的事情，因为当近200个国家的利益在一个平台上进行博弈时，那种错中复杂不是任何人能够左右的，于是，国际社会继续这种免情的状况，相互扯皮、明争暗斗、相互较量，最多是一些微观的改变，国际社会“卡”在了一种自己设计和设立的体系当中不能自拔。</DIV>
<div><br /></DIV>
<div>
德班进程的结果和各界的反映更是体现了这当中的很多问题。德班争斗结束后，各国、各界都在发表自己的言论和看法，作为一个公众，很难明白谁说的是真的、该相信谁。中国说：德班进程取得了进展，保住了《京都议定书》的第二承诺期，发达国家必须为发展中国家提供资金和技术的援助；欧盟说：德班的胜利在于”大“的经济体，尤其是中国、美国、印度，现在被纳入了减排承诺的框架中，2020年后必须做出绝对减排承诺。即时有关2020后的承诺，各方的解释也不尽相同。中国的观点是在”共同但有区别的责任“基础上探讨减排程度的承诺，欧盟却看中可能的”绝对减排“。</DIV>

<div>
在这种政治氛围中，绝大部分的公众只能相信自己国家的媒体言论，于是，产生了国际社会对气候变化国际进程的不同理解。试想一下，如果美国的公众每天只读中国的新闻、中国的公众每天只读美国的新闻，我们今天的世界会发生何种的变化？</DIV>
<div><br /></DIV>
<div>
在国际政治历程艰难的背景下，一些令人振奋的趋势发生在国家、地区和行业中。我们极力推崇中国的十二五规划，称其为中国第一个”绿色发展“规划；我们看重地区一级的行动和效果，州、省、市一级的积极参与和行动似乎已经与国际进程形成巨大反差。地区一级的政府从地方的竞争力、发展潜力和前景出发，积极推定技术创新和资本投入，在一些国家已经与联邦一级政府形成反差。但是，在中国，国家和地方政府的目标一致为提升中国的竞争力奠定了牢固的基础。</DIV>
<div><br /></DIV>
<div>
但是，这里有一笔难以算准的帐，也就是说，这些行动和进展是否足以，或者说足够快地改变今天国际气候变化的格局。这里有两点值得关注：一是国际进程无论成功与否，其实减不了一吨碳，真正的行动必须来自各国、地区、行业和企业，所以，自下而上的这种趋势令人振奋；二是这些自下而上的行动的速度和效果其实需要国家一级政府的大力扶持和推动，加上全球化进程的加剧，国际气候变化政策的走向越来越成为政府和企业关注的一个重要领域。理想状况是，国际气候变化的进程和方向能够与国家和区域、行业的行动相辅相成、相得益彰。</DIV>

which will let citizens access various types of public information
on mobile phones, has been promoted by China Mobile since last
year. Li Yue, chief executive officer of China Mobile, said
building the Wireless City is the most important task the company
has during China's 12th Five-Year Plan
(2011-2015).<br /></SPAN></FONT></FONT><font FACE="Helvetica Neue"><span STYLE="font-size:12pt"><br /></SPAN></FONT><font SIZE="1"><font FACE="Verdana, Helvetica, Arial"><span STYLE="font-size:7pt">The project
is meant to benefit phone users in several ways. For instance, in
Xiamen, a coastal city in eastern China, people will be able to use
it to look up information about public transport, noise pollution
from construction sites and health

the Wireless City, China Mobile has signed agreements with 30
provinces and autonomous regions. Through its wireless platform,
the company offers access to more than 10,000

While, on the one hand, governments have agreed that there will be

What remains missing is the actual funding, which is supposed to be
scaled up to $100 billion per annum by 2020. A new work program on
