And now, I have suggestion for the function design of HR in headquarter. As far as I am concerned, it will be better to create the following function for HR sector in headquarter:
Firstly: to create the KPI system of performance evaluation to direct and supervise the HR management of all sectors:
It would like to organize the team of performance management in HR department in headquarter.
The function of team is to design the yearly KPI index for every HR dept. in location office, and to hold the quarterly KPI review meeting to direct and supervise the management of every HR dept. in location office.
